Profiles In Leadership: Women Of Color Elected To Office In Massachusetts, Center For Women In Politics And Public Policy, University Of Massachusetts Boston

In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. This 2021 updated publication contains profiles of the 174 women of color who have been elected to key policymaking positions and offers quantitative analysis to better understand office-holding patterns.

The election on November 6, 2018, will likely result in an uptick in the number of women elected to the Massachusetts Legislature and history has been made with the Commonwealth’s first Black Congresswoman, Ayanna Pressley, who will serve in the 116th Congress. Yet gender parity, particularly for women of color, remains elusive at many levels of government in the Bay State. This Fact Sheet provides not only essential numbers on the gains expected on November 6th, but offers key historical context to understand the significance of the upcoming election for the Commonwealth.

This research partnership was formed to better understand what motivates and sustains−as well as prevents−Asian American women, Latinas, and African American women from achieving greater rates of political leadership in Massachusetts. Five women of color leaders became research fellows and explored pressing issues such as family and cultural expectations, financial resources and fundraising, and the potential for compromised values. After two years of training, data collection, and analysis, online resources were developed and are now hosted on UMass Boston’s website.

The election and appointment of Asian American women to positions in Massachusetts and on the federal level suggest that the face of public leadership is changing. Recent successes for Asian American women in electoral politics provide a unique opportunity to build the pipeline of Asian American women in Massachusetts politics. The Center for Women in Politics and Public Policy (CWPPP) at UMass Boston’s McCormack Graduate School of Policy Studies has been tracking the election of women at the municipal level in Massachusetts since 1996. In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

After the 2010 elections, the number of women holding elective office in Massachusetts plummeted to 1998 levels, with women comprising only 24 percent of all officeholders and 20 percent of local elected officials.

The figures for women of color who were officeholders were even starker: They held only 2 percent of elected offices, despite people of color comprising more than 20 percent of the state’s population. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

The Pipeline to Public Service Initiative asked the McCormack Graduate School’s Center for Women in Politics & Public Policy at the University of Massachusetts Boston to ascertain the racial diversity in state and local government. The project had the following three goals:

--To identify the race (and gender) of those holding top-level positions filled through gubernatorial appointments, e.g., secretaries, commissioners, directors, deputy commissioners/directors, and undersecretaries, in the Commonwealth’s executive offices and major departments.

Mainstream studies of Latino politics have tended to reflect a primarily male view of political participation and political leadership. In such a view, the study of Latino political leadership continues the tradition of viewing leadership as derived from official positions in elected or appointed office and informal organizations.
