Corporations began hiring Black people into management positions in the 1960s and 1970s following the passage of the Civil Rights Act (1964) which made it unlawful to discriminate in hiring based on race, gender, religion, or country of origin. Black men were the first to benefit from this change in the law and Black women began to appear in entry level management roles in the 1980s. Forty years later, there have only been four Black women CEOs in the history of the Fortune 1000, the largest American companies based on reported revenues. The numbers of black women who hold leadership positions within public institutions are not correspondingly reflective of their overall numbers within public institutions. The focus of this study is to examine how race and gender discrimination prohibits black women from obtaining leadership positions in public institutions.. I propose a new theory Workplace Intersectional Infringement Theory (WIIT) to increase the efficacy of the study on black women in Public Institutions. Using snowball sampling, I conduct interviews with 11 black women who hold leadership positions across a variety of public institutions within the United States. There is a gap in the literature on generativity and the leadership philosophy and praxis of African American Female Foreign Service Officers (AAFFSOs). I addressed this deficit, in part, by engaging an individual of exceptional merit and distinction—Aurelia Erskine Brazeal—as an exemplar of AAFFSOs. Using qualitative research methods of portraiture and oral history, supplemented by collage, mind mapping and word clouds, this study examined Brazeal’s formative years in the segregated South and the extraordinary steps her parents took to protect her from the toxic effects of racism and legal segregation. Over the course of six months, the University of Pennsylvania Carey Law School’s class “Women, Law, and Leadership” interviewed 55 women between the ages of 25 and 85, all leaders in their respective fields. Nearly half of the women interviewed were women of color, and 10 of the women lived and worked in countries other than the U.S., spanning across Europe, Africa, and Southeast Asia. Threading together the common themes touched upon in these conversations, we gleaned a number of novel insights, distinguishing the leadership trajectories pursued by women who have risen to the heights of their professions. Whether it is claiming a radical self-love for one’s body or dissatisfaction of one’s body, the experiences of African American women and their bodies cannot be divergent from the sociocultural contexts in which they live. Among the many factors studied in relation to the women and leadership equality gap are gender stereotypes, implicit leadership theories, and the congruity of gender role expectations (Eagly, & Karau, 2002). Multiple studies in the scholarly literature support the finding that men, rather than women, are more likely to be seen as leaders (Bierma, 2016; Eagly, & Schmidt, 2001), and this finding appears to be robust across some cultures (Schein, 2001).
