Pine Bluff, Arkansas has long grappled with a reputation as a town riddled with crime and violence. Once a thriving agricultural center of the state, Arkansas residents tend to score the town’s successes as relics of the past. Economic decline, negative migration systems like white flight and brain drain, and racial disparities ties to the city’s roots has continued to take its toll on the city. Nonetheless, the community of Pine Bluff knows excellence has and continues to prosper there. This dissertation employs a transnational analysis to focus on historical perceptions of poverty and the development of private and public welfare in the modern era. This research places the emergence of early poverty relief schemes within a broader transatlantic context by studying the relationships among social reformers in Germany, Great Britain, and the United States. This work has two primary objectives. First, it focuses on the Elberfeld Poor Relief System a nineteenth and early twentieth century German innovation emphasizing local poor relief and community responsibility, which transformed poor relief into an efficient structure. The purpose of this thesis paper is to describe the elements and narrative associated with the exhibition, Zitrone, as well as the conceptual and theoretical ideas influencing the work. The exhibition is centered around an invented singular historical object in the form of a vehicle, and a museum display of artifacts, documents, and recreations intended to validate the existence of the central subject. The history of Human Resource Development (HRD) is the history of human organizational growth and development. A review of the history of western civilization, with particular focus on the Industrial Revolution to the modern era, demonstrates a distinct interaction between the predominant philosophy of the time, theory, and practice. A better understanding of seminal events in HRD's history thus provides insight into informing philosophies of HRD and the assumptions upon which current HRD theory and practice rest.
