Noting that the prime requisites for the successful prosecution of the World War I were men, munitions, ships, finance and food, this report focused on food as that part of the war effort left primarily to the voluntary effort of the people. Two federal agencies were tasked with the food problem: The United States Department of Agriculture (food production) and the United States Food Administration (food conservation and distribution.
