This report describes the process for certification for bilingual education and bilingual special education, the number and type of programs available in New York State to prepare individuals for certification, the incentives and other programs in the state designed to recruit and assist individuals in pursuing certification, and provides recommendations for how to increase the number of properly certified bilingual education and bilingual special education teachers in the state.

Dual language programs can reverse the school segregation that results from tracking students by language ability. Such programs have been effective in positively influencing Latino students’ educational achievement. This research report draws attention to the quest of school leaders and parents to achieve successful academic results for immigrant students. In contrast to prevalent schooling practices in the United States, dual language programs are supportive in teaching children a new language. The purpose of these programs is to strengthen academic achievement and language competencies for all students, while promoting the maintenance of students’ native language and culture. This study explores the level of compliance with New York State laws on bilingual education in selected school districts. Our assessment of compliance with New York State Education Department (NYSED) regulations on bilingual education is based on the 2008-2009 CR Part 154 applicationsfiled by the schools. The CRPart 154 applications we examined for this reportc ontain 2007-2008 data on the number of identified ELLs in each school, as well as the number of ELLs served by bilingual and ESL programs as reported by the schools. Latino New Yorkers In The 2008 Presidential Election: The New Americans Exit Poll, Lorraine C. Minnite

This report focuses on the political attitudes and vote choices of the city’s growing Latino population. An analysis of population flows in New York City since the 9/11 terrorist attacksprovides an important context forunderstanding shifts in turnout and the role immigration is playing in shaping the city’s electorate. These trends, in turn, bear on the continuing diversification of the city’s Latino population, and especially its Latino electorate. The New Americans Exit Poll opens a window onto the diversity of the New York City Latino electorate, and raises questions about the interplay of immigrant political incorporation and Latino identity.

Cofradías, lay religious brotherhoods introduced to New Spain by Mendicant friars in the mid-16th century, were optimal vehicles for corporate consciousness. This case study in colonialism, evangelization and ethnic politics centers on avenues and strategies for assessing, accommodating and rejecting cultural elements from "foreign" groups, as well as the freedom to assemble and incorporate, but also marginalize, others.

Archeological excavations conducted in advance of a retail development in the Town of Catskill, Greene County, New York revealed three precontact archeological sites occupying a distinct ecological setting connected to a wetland environment. The sites include a large, single-component site, Site CC3, accompanied by two smaller single-component sites, Sites CC1 and CC2.

Black Americans comprise 14% of the total population in the U.S. (U.S. Census, 2010), and describes a diverse group of people with many different unique challenges and struggles based upon their specific cultural or ethnic group. Black Americans not only include African Americans but people of African descent from the Caribbean or the African Continent. The difference in country of origin and the subsequent culture of these different groups have led to a rich cultural diversity among Black Americans. This study examined the different cultural experiences of Black Americans.

A randomized three-group, experimental online study was conducted to investigate the degree to which ethnic identity and generational status moderated the relationship between racial discrimination and situational well-being in a sample of Asian Americans. Replicating and extending Yoo and Lee's (2008) study, the current sample of 194 Asian American participants were randomly assigned to one of three vignettes: without racial discrimination (control group), a single incident of racial discrimination, or multiple incidents of racial discrimination. Results indicated that participants in the two experimental conditions reported more negative affect than participants in the control group, and participants in the multiple incidents …
