The Omar Torrijos Regime: Implications For The Democratization Process In Panama, Emma Scribner

Since gaining independence from Colombia in 1903, Panama has witnessed both elitist democratic governments and authoritarian populist governments. The oligarchic system in place throughout much of Panama's history was a significant hindrance to real democracy taking hold within the country. Democracy was further set back by the inordinate power exerted by the US presence on the isthmus throughout the twentieth century. Omar Torrijos's time as head of the Panamanian government from 1969 to 1981 exhibited populist, paternalistic and personalistic characteristics. With the resurgence of civil society in the last two decades, the church has risen in importance as an agency for democracy, campaigning for government reform and conducting civic education among citizens. Yet the church remains internally undemocratic and rigidly traditional. Can an institution that refuses to embrace democratic practices help enhance democracy in the wider society in which it operates? The author discusses the advantages and disadvantages that the church has in democratization, relative to other groups in civil society.

Themes of inheritance extend through changes of landscape and bad weather to hungers, urgencies, inequities, and bereavements. Hightower also reminds us that the practice of writing is at the core of democracy: poetry seeks a foundation in the truth of the individual, guaranteed and restored through the integrity of language.
