Virginia is the second worst state in providing Medicaid to its citizens. The focus of this report is to provide a racial equity impact analysis of Senate Bill (SB) 30, the Senate legislative vehicle for the appropriations of the budget submitted by the Governor of Virginia for fiscal years 2015 and 2016. SB 30 included a provision called “Marketplace Virginia” as an alternative to traditional Medicaid expansion in Virginia. This compromise bill would have covered an estimated 430,000 Virginians who fall in the Medicaid coverage gap by assisting them in purchasing private insurance. Human Trafficking has become an international crisis that has caused a devastating impact on the Commonwealth of Virginia. The purpose of this report is to examine the racial equity impact of Virginia House Bill 944. HB 994 was introduced to the House by Delegate Barbara Comstock, along with 13 other members of the House and was passed by the House of Delegates and was Passed Indefinitely in Courts of Justice with letter in 2014. The Campus to Community project aims to develop facilitated, in-depth site visits for VCU faculty and staff interested in exploring human health services opportunities in the Richmond community. The site visit experience will provide exposure to various community organizations specializing in human health, essentially creating a “bridge” between VCU’s campus and these facilities. This initiative is intended to motivate employees to action within the Richmond community by enabling them to observe first-hand the services that these organizations provide, learn more about the organizations’ missions, and engage in meaningful interactions with representatives on site. This the text of a plenary lecture given in 2014 after being named co-winner of the Robert and Vineta Colby Scholarly Book Prize from the Research Society for Victorian Periodicals. It traces the transformation of a theoretically inclined book project centered on William Maginn to the first full-length biography of Maginn.

Collaboration And Resistance On The Southwest Frontier: Early Eighteenth-Century Qing Expansion On Two Fronts, John Herman

In 1715 two unrelated international events, the emergence of the Zunghar Mongols in Central Eurasia and Japan’s decision to restrict copper exports to China triggered a burst in Qing expansion into two different regions over the next fifteen years (1715-30), the Kham territory of Eastern Tibet and tusi-controlled territories in neighboring Yunnan and Guizhou provinces. As this article will show, Qing officials posted to Sichuan, Yunnan, and Guizhou during this fifteen-year period were in a very peculiar position. On the one hand, they were authorized to negotiate alliances and grant tusi offices to the local Kham elite in order to …

The Make Art Real project aims to introduce new audiences to the arts. It supports Theme II of VCU’s Quest for Distinction by promoting and fostering creative expression through innovative collaborations. The project involves displaying existing connections between art and non-art disciplines, as well as making new connections. These unusual pairings are then placed on exhibition through a lunch-time lecture series named “Unexpected_Connections,” which allow faculty, staff, and students to lead and participate in discussions about the reality of art. The economic and social consequences of the lack of access to technology for students in the Commonwealth of Virginia are real and significant. This report provides a legislative racial impact analysis of House Bill (HB) 936, a proposed bill in the Virginia General Assembly, prohibiting school boards from making electronic textbooks available for students, unless the school board adopts a plan to ensure that e-textbooks are available on or before July 1, 2017. The racial equity impact of HB 32 is important because minorities in Virginia disproportionately work in minimum wage positions. The purpose of this report is to provide a racial impact analysis of House Bill (HB) 32, legislation proposed in the 2014 Virginia General Assembly to increase the minimum wage from $7.25 to $8.50 an hour. According to 2013 data, 1.8 million workers in Virginia are paid hourly rates and 6.8 percent of these workers earn the federal minimum wage of $7.25 per hour. Examining fiscal years 2015 to 2020 for the Commonwealth, such an increase would cost $2,712,696. This impact …

This poster session focuses on outreach initiatives by the Visual Arts Research Librarian and the Humanities Research Librarian to provide research services to a unique group: students and faculty who create new and unique objects and texts. The needs of artistic researchers in such diverse areas as interior design, painting, and creative writing overlap in many ways, both expected and unexpected.

The British Virginia project involves a collaboration between Virginia Commonwealth University (VCU) Libraries and faculty members in the departments of English and History at VCU, with the project led by Dr. Joshua Eckhardt (English). As of April 25, 2013, the project has published its first title: an online edition of a sermon preached to the Virginia Company by William Symonds. To ensure the success of this project, a number of details required careful planning, including library outreach, IT involvement, and digital publishing protocols. Religious communities, like other communities, are ripe for interpersonal offenses. We examined the degree to which group identification predicted forgiveness of an in-group offender. We examined the effects of a victim’s perception of his or her religious group identification as a state-specific personal variable on forgiveness by integrating Social Identity Theory into a model of Relational Spirituality (Davis, Hook, & Worthington, 2008) to help explain victim’s responses to transgressions within a religious context.
