Jacques Benigne Bossuet, was the Bishop of Meaux, and tutor to the Dauphin. He was renowned as a preacher and controversialist. He was a member of Vincent de Paul's "Tuesday Conferences." This sermon reflects a Tridentine theological viewpoint with respect to the place of the poor in salvation history.

Setting the context for the emergence of the charitable work of St. Vincent de Paul (1580-1660) and St. Louise de Marillac (1591-1660) and the groups they founded, this article examines the urgent societal and religious challenges posed by a vast increase in poverty in France during the seventeenth century.
