The migration of the trained national Seventh-day Adventist Church workers is one of the most critical problems facing present-day church administrators in the Middle East Union of the Afro-Mideast Division. Because of this migration a serious shortage of trained personnel exists at various levels of the work of the Seventh-day Adventist Church in this union. It is estimated that of the almost 20,000 West Indian immigrants who settled in the province of Ontario, Canada, from 1966 to 1975, fifty percent now reside in the city of Toronto. Problem. The Seventh-day Adventist Church is losing a great number of youth. The unfavorable attitudes on the part of many youth toward god's commandments are thought to have been partially responsible for this apostasy phenomenon.

Method. This study was designed to find out whether the Piagetian theory of moral judgment development can give some insight into this problem and its solution. Two Piagetian paired-stories sets were used to test children's moral judgment. Chi Square tests were employed to analyze data. The following hypotheses were tested:
