Regeneration in the Epistle to the Romans: that is the problem before us for our consideration. Does Paul speak of regeneration at all in this epistle? There are those who hold that he does not, while others maintain that he does. When one studies the writings of Dr. Walther in the field of the doctrine of the Church and the Ministry, one cannot fail to notice his peculiar approach to this locus of theology. In employing the word 'peculiar; we do so advisedly. In a certain sense, he expresses the same doctrine proclaimed by the martyrs of apostolic days. In this respect, Walther is ecumenical, not peculiarly original. On the other hand, placing his theories beside the theories of his contemporaries, we must admit that Walther is an exception to the rule.

In a study of New Mexico's efforts to win statehood, the joint statehood period (1903 to 1907) presents unusual interest. It was during these years that an attempt was made on the part of the administration and certain congressional leaders to unite New Mexico and Arizona and admit them as one state. The period is a distinct episode in the struggle of New Mexico for admission in the union.
