Handel, recognized as a great Baroque composer, has had his vocal compositions performed by most serious singers. Many of these would agree that his compositions are, in general, very considerate of the singer and seldom vocally awkward. Since Handel wrote for all types of voices, most singers may find appropriate literature in his oratories. All singers should have some acquaintance with Handel's vocal compositions. Unfortunately, much of the present repertoire represents little of the bel canto techniques of the golden age of singing of which Handel was a part. This paper presents a survey of the scheduling, staffing and housing procedures for elementary instrumental music in selected large suburban school districts surrounding the City of Seattle, Washington. Upon comparison with other available studies and a similar survey of the Highline Public Schools, basic recommendations were made for the implementation of three alternate plans for a comprehensive elementary instrumental music program in the Highline Public Schools. The preferred recommended plan involves simultaneously team teaching with instrumental and vocal music specialists.

Some concern with music in relation to man's well-being has been evidenced throughout history. Many philosophers have acknowledged that man's ethical and emotional well-being could be influenced by music. On the other hand, other philosophers have asserted that music had no meaning outside itself and therefore could have no significant impact on man. Some philosophers went further by contemplating the sociological implications of music as it relates to man's concept of self and his cognitive reality. This study is the outgrowth of a response to Nietzsche's cormient that "Life without music would be a mistake" (Nietzsche 81 :6 Vol. 16). …
