At the conclusion of World War II, American citizens, including millions of deployed servicemen, reasserted the democratic freedoms they sacrificed to win the war. The American intervention in North China during the Chinese Civil War presented a ripe opportunity for civic restoration in late 1945. Controversial and seemingly at odds with the stated goals of the Second World War—namely the “Four Freedoms” and the Atlantic Charter—the US military presence in North China faced formidable domestic political obstacles. The Face Of Intervention: Military Humanitarianism During The 1965 Dominican Crisis, Wesley Hazzard

On April 28, 1965 the US military intervened in the Dominican Republic’s civil war. This dissertation argues that the military did not deploy to fight a war but to create a favorable environment for the establishment of a pro-US government. The US military relied on humanitarian aid through civic action programs and civil affairs operations to diminish the Dominican populations’ interest in leftist political organizations and platforms. The civil affairs and civic action programs served to both alleviate the hardships of the Dominican people, turn them away from leftist policies, and build support for a US friendly government. Guatemalan political elites have traditionally resorted to violence and repression in order to suppress social reform movements. In 1944, a group of middle-class reformers, including army captain Jacobo Arbenz, spearheaded a revolution that replaced dictator Jorge Ubico and began instituting genuine democratic reforms. The new civilian president, Juan Arevalo, sponsored new economic and political reforms intended to benefit the rural poor that constituted two-thirds of the Guatemalan population. Six years later, the revolution continued with the election of Arbenz, who promised to continue the efforts of his predecessor. A case study method is used to examine the role played by the United States Navy in bringing about the Second Cuban Intervention of 1906-1909. The 1906 American navy had a distinct lack of centralized direction during the September crisis in Cuba. As a consequence, initiative in the crisis passed to the several naval officers representing the United States in Cuba at the time. These officers acted in consonance with the navy's own institutional agendas and contrary to the objectives of the Theodore Roosevelt administration.
