Divide And Conquer: Political Decentralization And Secessionist Suppression In Indonesia And The Philippines, Erik Hammarlund

This paper examines the roles of identity-based conflict and secessionist sentiment in motivating and affecting political decentralization in middle-income democracies. The literature on decentralization largely assumes a link between the process and increased political accountability and service delivery effectiveness; however, these theories do not take into account cases in which national crisis and regional instability are the primary motives to decentralize. This paper hypothesizes that when decentralization occurs in direct response to threats of secession, the quality of its political accountability and service delivery mechanisms will be lower than would otherwise be predicted. A maritime analogue to the silk road running through Central Asia, the Indonesian archipelago was a key ancient trade route linking Chinese goods to markets in India and farther west into the Mediterranean. Its cosmopolitan ports attracted significant numbers of Arab, Indian and Chinese merchants and holy men and fostered the exchange of goods as well as cultural and religious ideas. Cultural appropriation had a clear Indian bias. Transgendered Indonesians live in the fourth most populated nation in the world with more Muslims than any other country. This thesis summarizes an ethnography conducted on one religiously oriented male-to-female transgender community known in the city of Yogyakarta as the waria. This study analyzes the waria’s gender and religious identities from an emic and etic perspective, focusing on how individuals comport themselves inside the world’s first transgender mosque-like institution called a pesantren waria. The waria take their name from the Indonesian words wanita (woman) and pria (man). I will chart how this male-to-female population create spaces of spiritual …
