Human rights violations and abuses affect every region of the globe. The most recent Amnesty International Annual Report details violations in 149 countries. While there are no simple solutions to a problem of this magnitude and complexity, the support of powerful social groups can help in providing relief to the victims, pressure on abusive governments, legal consequences for abusers, and other resources in combating the violence that seems to chronically plague over our world. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

Transformation Of Japan’S Civil Society Landscape, Mary Alice Haddad

Japan’s civil society is being transformed as more people volunteer for advocacy and professional nonprofit organizations. In the American context, this trend has been accompanied by a decline in participation in traditional organizations. Does the rise in new types of nonprofit groups herald a decline of traditional volunteering in Japan? This article argues that while changes in civil rights, political opportunity structure, and technology have also taken place in Japan, they have contributed to the rise of new groups without causing traditional organizations to decline, because Japanese attitudes about civic responsibility have continued to support traditional volunteering.

On April 10 and 11, 2007, the Center for Social Policy convened a conference exploring policy visions from the New Deal and Great Society and their implications for today’s policy thinking. Titled, "Looking Back and Looking Ahead", this conference took place at the University of Massachusetts Boston Campus Center and the John F. Kennedy Library.

Voting Rights Act (VRA) is one of the most important—if not the most important—public policies developed over the last half century to increase access to the U.S. political system for people of color. The VRA also provides an important context for understanding the ascension of nonwhite groups into the elected leadership of the nation (Browning, Marshall, and Tabb 1984; Davidson and Grofman 1994; Menifield 2001; Mc-Clain and Stewart 2002; Segura and Bowler 2005; Bositis 2006). As part of its larger Diversity Initiative, the McCormack Graduate School of Policy Studies at UMass Boston has undertaken a number of projects. The first was a public opinion survey conducted around the time of the November 2006 elections. The report, Transformation and Taking Stock: A Summary of Selected Findings from the McCormack Graduate School Diversity Survey, included a comprehensive look at race relations in the Commonwealth at a time of significant transition—demographically and politically. Low-Income Women's Access To Education? A Case Study Of Welfare Recipients In Boston, Erika Kates

In 2003 and 2004, the Massachusetts legislature dramatically changed state law to allow welfare recipients to engage in education and training to fulfill their mandatory work requirements. The research reported here had as its goal to document whether women who received welfare benefits between 2003 and 2006 knew about, and took advantage of, these historic changes. A fundamental supposition of the research described here is that low-income women should have access to substantive educational opportunities to improve their employment and earnings; raise children with educational aspirations and achievements; enhance their civic participation; and contribute to the state’s human capital resources.

The Pipeline to Public Service Initiative asked the McCormack Graduate School’s Center for Women in Politics & Public Policy at the University of Massachusetts Boston to ascertain the racial diversity in state and local government. The project had the following three goals:
--To identify the race (and gender) of those holding top-level positions filled through gubernatorial appointments, e.g., secretaries, commissioners, directors, deputy commissioners/directors, and undersecretaries, in the Commonwealth’s executive offices and major departments.
--To compile the same information for members of the most influential boards and commissions in the Commonwealth filled through gubernatorial appointments.

Politics And Volunteering In Japan: A Global Perspective, Mary Alice Haddad

Politics and Volunteering begins by painting a portrait of volunteering in Japan, and demonstrates that our current understandings of civil society have been based implicitly on a U.S. model that does not adequately consider participation patterns found in other parts of the world. The book develops a theory of civic participation that, incorporates citizen attitudes about governmental and individual responsibility, with societal and governmental practices that support (or hinder) volunteer participation. This theory is tested using cross-national and sub-national statistical analysis, and it is refined through detailed case studies of volunteering in three Japanese cities. Repatriation Of Ethnic Groups, Kirsten Benites

From 1943 to 1949, almost 1.5 million ethnic minorities were deported from their homes in the southern USSR to Central Asia. Thousands died either during the trip or within the first few years after their arrival. For years, it was as if they had simply disappeared off the face of the earth. It was not until 1956 that the deportations were even acknowledged by the Soviet government, and only recently has repatriation begun. While some groups have had a relatively successful repatriation experience, others have experienced ethnic discrimination, making the return to their homelands difficult and in some cases impossible.
