The United States must place Russia’s focus on geographic concerns at the center of future strategy development to build a constructive relationship with Russia and achieve US regional goals. This article analyzes Russia’s geography and historical impact on Russian foreign policy, outlines Moscow’s current foreign policy goals, and highlights underlying concerns for US policymakers and military practitioners. By pursuing policies that support Russian goals of economic integration, mitigation of demographic concerns, and security of national borders, the United States can set the foundation for productive engagement on critical issues.

Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. This dissertation explains how and why Russia has expanded its sphere of influence in the Arctic and why the United States has not assertively balanced this expansion. In doing so, I show that regional spheres of influence are historically and socially constructed. While material and security concerns motivate state behavior, I show that states also develop institutions, identities and interests that influence their relationships with each other and cause them to approach regions in different ways that are not readily explained by realist or liberal assumptions of how international relations should work.

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.
