Segregation itself was not dead in Virginia, but it took on a more subtle approach. Governor Almond appointed a commission on the same day the schools opened in Norfolk to deal with the problem in a different way. The commission brought forth the Perrow or "freedom of choice" plan, lettin gparents decide if their children would attend an integrated school. No, segregation was not dead, it had just gone into hiding.
