Background To Banditry In The Lower Rio Grande Valley Of Texas: 1900 To 1912, Rodolfo Rocha

The banditry in the Lower Rio Grande Valley of Texas which began in 1912 and lasted until 1920 has been attributed to the Mexican Revolution, World War I, and prohibition. A fourth cause, the lawlessness that existed in the Valley prior to 1912, has been neglected by historians. The lawlessness was a result of the laxity and ineffective administration of law and order in the Valley. Criminal court records from Cameron, Hidalgo, and Starr Counties revealed that approximately 80 percent of all persons charged with cattle and horse theft, assault with intent to commit murder, or murder were exonerated. During the past decade, it has been made clear that educational structures and curricula must become responsive to student needs and aspirations. Many minority groups are calling for development of an educational system which includes the study of ethnic heritages and aspirations. The response has been the inauguration of black, Chicano, and American Indian studies. The growing acceptability of ethnic courses offers hope for future educational innovations in which the study of history will play an integral role. The content of U.S. history should include the many ethnic cultures which have become part of the democratic experience. In this paper, …
