The founding of Britain's first horticultural college in 1889 advanced a scientific and coeducational response to three troubling national concerns: a major agricultural depression; the economic distress of single, unemployed women; and imperatives to develop the colonies. Buoyed by the technical instruction and women's movements, the Horticultural College and Produce Company, Limited, at Swanley, Kent, crystallized a transformation in the horticultural profession in which new science-based, formalized study threatened an earlier emphasis on practical apprenticeship training, with the effect of opening male-dominated trades to women practitioners. A review of Preisdent Richard Nixon’s deeds rather than his rhetoric or policy stances, illuminates a previously under investigated reality that Nixon’s education civil rights record has been the most progressive and beneficial for the education of students of color to date. How can this be? As this presentation will outline, Nixon’s rhetoric and stances on education were symbolic measures to appease both the ‘silent majority’ and conservative southern democrats, which Nixon identified as vital to his election aspirations in the 1968 presidential campaign. This article examines the education strategy of the Sahrawi Arab Democratic Republic (SADR), the state-in-exile with partial sovereignty on “borrowed territory” in Algeria. The article, which opens with a historical glance at the conflict, argues that SADR’s education program not only succeeded in fostering self-reliance by developing skilled human resources, but was forward looking, using education as a vehicle to instill “new traditions of citizenship” and a new imagined national community, in preparation for future repatriation. The dynamics of how the dual system of higher education in Jim Crow America emerged and operated is explored in this article in the context of the largest city in the 20th century U.S. South: Houston, Texas. The history herein moves from a pragmatic response to a deep need for postsecondary educational opportunity in the 1920s to a major expansion in the 1940s in the face of the lawsuit of Heman Sweatt to the 1960s after state-mandated segregation is officially ended.
