This article discusses the role of social activism in the formation of civic consciousness of young people. Civic consciousness is a conscious understanding of the relationship between the individual, society and the state in terms of democratic values, ideals, rights and freedoms. Scholars have long identified fostering democratic citizenship as a primary purpose of public schooling in the United States, meaning schools should intentionally prepare students with the knowledge and skills needed for active, informed democratic civic life. The Hispanic population in central Texas tends to have low levels of civic engagement as compared to other groups in the same area, which leads to disproportionate political marginalization. Prior research has focused on characteristics of voters and nonvoters, but has failed to explore the lack of political mobilization among Hispanic voters. The purpose of this study was twofold; first to better understand the nature of Hispanic voters' political marginalization, and second, explore why participation levels are so low among this group. Civic education in higher education is housed in various types of institutions (i.e. community colleges, four year universities, public and private institutions), institutional offices, academic departments, and larger, cross-campus initiatives and organizations. Civic education programs promote numerous activities to foster student engagement both inside and outside the classroom. Since 1949 Syracuse University has assembled historical documents, including manuscript, print, visual, and media materials, related to adult education. The Adult and Continuing Education Collections, housed in the George Arents Research Library, now form one of the world's largest compilations of English-language materials in this field. They occupy 900 feet of shelf space and contain more than 50 groups of personal papers and records of organizations, all of which reveal much about the development of adult education as a field of study and as a practice in such areas as literacy and civic education.
