Armed violence targeting police personnel and police facilities has conspicuously emerged as one of the dominant challenges confronting many police agencies in Africa. Consequently, police officers in African countries are increasingly becoming vulnerable to violent deaths and attacks in the line of duty. In view of this prevailing situation, this paper critically interrogates the nexus between institutional legacy and armed attacks targeting the police in African countries. Tom Tyler’s theory of procedural justice was employed as the conceptual framework for the discourse (Tyler,1990; 2003). Community violence exposure (CVE) among Black emerging adults ages 18-29 in the United States is a major public health concern. However, an unknown is the nature of the relationship between Black emerging adults CVE and substance use when the perpetrator(s) of the violence are the police and the violence is experienced as a race-based traumatic event. The Classes of Racism Frequency of Racial Experiences (CRFRE) measure assesses individuals’ exposure to perceived racism-based events. In this Foreword, I make the case for an abolition constitutionalism that attends to the theorizing of prison abolitionists. In Part I, I provide a summary of prison abolition theory and highlight its foundational tenets that engage with the institution of slavery and its eradication. I discuss how abolition theorists view the current prison industrial complex as originating in, though distinct from, racialized chattel slavery and the racial capitalist regime that relied on and sustained it, and their movement as completing the “unfinished liberation” sought by slavery abolitionists in the past. This excerpt from the recently published Shadow Vigilantes book argues that, while vigilantism, even moral vigilantism, can be dangerous to a society, the real danger is not of hordes of citizens, frustrated by the system’s doctrines of disillusionment, rising up to take the law into their own hands. Frustration can spark a vigilante impulse, but such classic aggressive vigilantism is not the typical response. More common is the expression of disillusionment in less brazen ways by a more surreptitious undermining and distortion of the operation of the criminal justice system.

This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

This study investigated law enforcement officers' perceptions of the legal, normative, and practical considerations that are implicit in their decisions when faced with using physical force. Law enforcement officers observe and protect fundamental human rights. A significant problem, however, is that physical force is sometimes misused, impacting public confidence in police services. The study was framed by Durkheim's conflict theory and Beirie's concepts of police corporate culture and social control. This study explores the relationship between Black police officers, Black citizens, and their external environment using a group of 30 police officers and citizens to establish the connection between police officer race and perceptions by same race citizens within the context of police use of force.
