Contemporary art is a means of creating and recreating the self, a means of self reflection and defining ones identity. Conceptual art that expresses personal ideas and emotions plays a small role in the arts of Samoa, however it does exist in the minds and galleries of a few individuals. The intention of this study is to examine the role that personal expression plays in Samoan society and the artwork created here. Anne-Louis Girodet Trioson's Portrait of C.[itizen] Jean-Baptiste Belley, ex-representative of the Colonies, is evidence of the changing ideological situation during the French Revolution. Girodet was one of the most learned and accomplished students of Jacques-Louis David who strove to surpass his teacher in two ways: 1) by painting David's Neoclassical style so well that his handling surpasses that of his master, and 2) by choosing subject matter never before explored by David. William “Bill” Anthony (1926-1989) was arguably one of the most influential bookbinders and conservators in the US. His impact cannot be measured by his work alone but also by his legacy as demonstrated by all those he trained, many of whom are now leaders in the field in their own right. Lawrence Yerkes’ forward and Helen Ryan’s introduction to the catalog describe not only Anthony’s life and work, but also the emotional bond they had with him and his spirit that touched so many.

The goal of this paper is to investigate how the Untied States federal government, specifically through the National Endowment for the Arts, or NEA, has acted in the position of an arts patron in the past few decades.
