Las principales características del Estado Nacional en el Ecuador pueden definirse en los siguientes términos: Estado unitario, régimen presidencialista, organización descentralizada (a través de provincias y cantones) y sectorializada (ministerios), y estructura funcional (ejecutivo, legislativo y judicial).

Todo Estado unitario, en su integración, da prioridad a los siguientes criterios:

1. Mayor importancia de lo sectorial sobre lo territorial, lo cual significa que la intervención estatal se la hace desde ciertos recortes de la realidad definidos por el centro y hacia la periferia. En la actualidad el desarrollo nacional descansa en las políticas sectoriales, descuidando las regionales, provinciales y locales.

One hundred and fifty five miles west of the Atlantic coast a sign welcomes travelers to Greene County, Virginia. The natural landscape of the region is defined by the transition between the flattish Piedmont plateau and natural wall to the west known as the Blue Ridge Mountains. The lushly forested mountain slopes and nutrient rich upland soils have long provided economic and cultural foundations, but indiscriminate land use now offers multiple threats to the rural heritage of the County. Many urban developers have responded to the challenges of economic development1 by providing tax incentives to businesses for relocating to urban areas (Bartik, 1995). By not being able to provide the skilled labor force that businesses require, developing communities are not postured to fully take advantage of the newly created job opportunities. Thus, wage disparities between the classes increase, leaving many of the underclass citizens without adequate employment for sustaining modest living standards (Turner, 1991).

Over the past twenty years, we have been involved in economic revitalization projects in more than 50 mill towns across the state of Massachusetts. We begin these projects with a quiet visit to each community.

Moving off a state or interstate road, we meander down through a highly dense village of multiunit tenements. Built close to the road, they are always a decided mix of well-kept and decaying structures. They are rarely one or the other entirely. It is as if the residents and owners are undecided about reinvestment or commitment to the community.

During the past month, I have been researching potential brownfield locations within this corridor, and inputting them into a working database. Overall, the problem identified is that the city has little knowledge of how much land is contaminated within its city.
