The Quiet Revolution Revived: Sustainable Design, Land Use Regulation, And The States, Sara C. Bronin Nov 2008

The Quiet Revolution Revived: Sustainable Design, Land Use Regulation, And The States, Sara C. Bronin

Cornell Law Faculty Publications

Thirty-seven years ago, a book called The Quiet Revolution in Land Use Control argued that states would soon take over localities' long-held power over land use regulation. In the authors' view, this quiet revolution would occur when policymakers and the public recognized that certain problems - like environmental destruction - were too big for localities to handle on their own. Although the quiet revolution has not yet occurred, this Article suggests that it will, and should, occur alongside the ever-growing green building movement. This movement presents practical and ideological challenges to our current system of regulating land use. This Article …

The Application Of Web 2.0 Technologies As An Experimental Method Of Teaching Remote Sensing At Dit, Ireland, Avril Behan

Conference Papers

This paper describes the implementation of an experimental method of delivery for a module of remote sensing material to second year students on the BSc (Hons) in Geomatics at the Dublin Institute of Technology. The project began as a reaction to poor levels of student engagement and unsatisfactory grades, as well as the requirement to focus more on real-world type problems due to the implementation of a work-placement semester for third year students. Both pedagogical considerations (movement towards formative feedback, interactivity and group-based work) and the effect of technological drivers, such as the popularity of the internet in general and …

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer May 2008

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer

Planning

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. It highlights the need for champions within local government when a project evokes competing interests. It demonstrates the extent to which “words matter” to policy outcomes, and who …

Brunswick Me: De-Militarizing The Bnas, Anne Holland, Brett Richardson, Richard Barringer

Planning

Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. In its planning process, the BLRA adhered to a number of well thought-out Guiding Principles, including the use of extensive public participation and the consideration of “smart growth” principles and …

Demolition By Neglect: An Examination Of Charleston's Ordinance, Meg Corbett Richardson May 2008

Demolition By Neglect: An Examination Of Charleston's Ordinance, Meg Corbett Richardson

All Theses

Demolition by neglect is an important issue in the success of a preservation program. The neglect of an historic structure to the point of demolition is a careless and irresponsible occurrence that can be prevented. The tools used to prevent this action can be difficult to enforce, but they also have the potential to be very effective. The demolition by neglect ordinance in Charleston is not effective and is not currently being enforced. This thesis explored the issue of demolition by neglect by examining the public policy issues around it, the methods used to prevent and regulate it, along with …

Moving Historic Buildings: A Study Of What Makes Good Preservation Practices When Dealing With Historically Significant Buildings And Structures, Xana Peltola May 2008

Moving Historic Buildings: A Study Of What Makes Good Preservation Practices When Dealing With Historically Significant Buildings And Structures, Xana Peltola

All Theses

When relocating in order to preserve an historic property, there must be certain protocols in place to ensure that the historic significance is retained. Historic preservationists are not only attempting to successfully relocate a building but also to follow good preservation ethics in order to respect the current and potential site as well as the structure itself. In addition to examining how historic structures have been moved in the past and the guidelines that the National Register has developed regarding the process by which historic structures should be relocated, two case studies will also be examined. The first is Cape …

A Conditions Assessment And Preservation Guidelines For Second Presbyterian Church’S Graveyard Charleston, South Carolina, William Preston Hamilton

All Theses

Throughout the history of the world the commemoration of the dead has taken many manifestations and forms. Monuments range from burial mounds and tombs to wall memorials and grave slabs. The earliest surviving architectural remains in nearly every culture are the remains of memorials to the dead which can often shed light on the lifestyles of humans from prehistoric times. Beginning in the latter part of the 18th century American graveyards began to exhibit many of the characteristics of modern burial grounds, such as individual burial pits and family grave plots. This practice was no different at Second Presbyterian Church …

Relational Database Construction Cultural Site Stewardship Program: Quarterly Progress Report, Period Of January 2, 2008, Through April 2, 2008, Margaret N. Rees

Cultural Site Stewardship Program

The Clark County stewardship database is the only one of its kind among all Nevada counties. Funding for this database from Clark County is vital to maintaining the integrity and confidentiality of Clark County cultural resources.

Two programmers were hired to design and implement a relational database for the CSSP. During this quarter, a system was designed in ACCESS and has accomplished the following:

• Store personnel information and required documentation on volunteer site stewards. Names of all 3 52 stewards were inputted and fully populate the database. Ethics Statements and Volunteer Agreements unique to each steward are recorded.

• …

Sustainable Portland: Implementation Series 1, New England Environmental Finance Center

Climate Change

When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. It may have helped that Kevin was himself a graduate of the Community Planning and Development Master’s program at the Muskie School, but it was a good idea nevertheless. He approached Professor Sam Merrill in the CPD program, who spoke with the new Mayor Ed Suslovic about a possible partnership between the City and the …

Appropriation Of Architectural Ruins In Britain During The Eighteenth And Nineteenth Centuries, Rumiko Handa Jan 2008

Appropriation Of Architectural Ruins In Britain During The Eighteenth And Nineteenth Centuries, Rumiko Handa

Architecture Program: Faculty Scholarly and Creative Activity

Each year all over the world, from Acropolis to Jerusalem, from Angkor Wat to Machu Picchu, tourists flock around ruins. They are fascinated by the lives of the people who are long gone, displaced for political, cultural, or unknown reasons. Ruins entice the visitors' imaginations because of the physical and metaphysical incompleteness - missing roofs, decayed stones, or lost way of living, which once kept the buildings alive. While some ruins of historical significance are set for preservation by lawful designations, some buildings are turned into hotels and other tourist facilities.1 New buildings are also constructed mimicking the form but …
