The Quiet Revolution Revived: Sustainable Design, Land Use Regulation, And The States, Sara C. Bronin

Thirty-seven years ago, a book called The Quiet Revolution in Land Use Control argued that states would soon take over localities' long-held power over land use regulation. In the authors' view, this quiet revolution would occur when policymakers and the public recognized that certain problems - like environmental destruction - were too big for localities to handle on their own. Although the quiet revolution has not yet occurred, this Article suggests that it will, and should, occur alongside the ever-growing green building movement. Prepared by the Fall 2008 Conservation of Historic Building Materials class. This Historic Structure Report contains historical information of the Lyon House and the surrounding acreage, architectural descriptions, conditions assessments, maintenance plans, and recommended treatments and uses for the building and site features. The purpose of this document is to serve the stewards of the Lyon property as a reference point for any and all projects suggested for the building and site. The report is a dynamic resource that facilitates the documentation of preservation practices applied to the property.

• The Cultural Site Stewardship Program has now enrolled 376 site stewards

• One training class was held this quarter that adding 12 new volunteers.

• The stewardship had an annual growth of 17.5% during the fiscal year 2008.

• Site Stewards reported 83 significant site impacts in 2008 compared with 63 during the same period last year.

This paper describes the implementation of an experimental method of delivery for a module of remote sensing material to second year students on the BSc (Hons) in Geomatics at the Dublin Institute of Technology. The project began as a reaction to poor levels of student engagement and unsatisfactory grades, as well as the requirement to focus more on real-world type problems due to the implementation of a work-placement semester for third year students. • Three training classes were held adding 49 new volunteer stewards, an increase of 15% during the fiscal year 2008.

The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Demolition by neglect is an important issue in the success of a preservation program. The neglect of an historic structure to the point of demolition is a careless and irresponsible occurrence that can be prevented. The tools used to prevent this action can be difficult to enforce, but they also have the potential to be very effective. Throughout the history of the world the commemoration of the dead has taken many manifestations and forms. Monuments range from burial mounds and tombs to wall memorials and grave slabs. The earliest surviving architectural remains in nearly every culture are the remains of memorials to the dead which can often shed light on the lifestyles of humans from prehistoric times. Beginning in the latter part of the 18th century American graveyards began to exhibit many of the characteristics of modern burial grounds, such as individual burial pits and family grave plots. The Clark County stewardship database is the only one of its kind among all Nevada counties. Funding for this database from Clark County is vital to maintaining the integrity and confidentiality of Clark County cultural resources.

Two programmers were hired to design and implement a relational database for the CSSP. During this quarter, a system was designed in ACCESS and has accomplished the following:

• Store personnel information and required documentation on volunteer site stewards. Names of all 3 52 stewards were inputted and fully populate the database. Ethics Statements and Volunteer Agreements unique to each steward are recorded.

Students from the Spring 2008 Preservation Planning class compiled and presented these design guidelines to the City of Stone Mountain. The design guidelines were meant to be used as a blueprint for rehabilitation or alteration of historic buildings and new construction. The guidelines present recommended and discouraged courses of action within the historic district. Three character groups are defined, commercial Main Street, a residential area centered on East and West Mountain streets, and Shermantown.
