Providing affordable housing in the United States involves coordination between the federal, state, and local levels of government. Local jurisdictions must ensure that all requirements are met in order to receive funding. In Albuquerque, NM, this includes the production of a Consolidated Plan to satisfy federal requirements, and an Affordable Housing Plan to satisfy state requirements. However, even when the requirements are satisfied, the amount of funding available is never enough to create enough housing to meet the needs of the population.
