El Ecuador en el año 2005 recibió el 1,64% del PIB en recursos de cooperación internacional, esto es 231 millones de dólares no reembolsables (donación) y 364 millones reembolsables (deuda); es decir, una cantidad cercana al 8% del presupuesto nacional. Si bien esta cifra no es una gran suma de recursos, sí tiene una significación cualitativa en términos del impacto sustancial que genera en las políticas públicas del Estado.

The interest in antiquities in Greece began after the conclusion of the revolution that led to independence of the country in 1832. A brief history of the legislation to protect the country’s architectural heritage is traced up to the historic landmark law of 2002 that defined the concept of cultural heritage and the re-organization of government departments to achieve the law’s objectives. Beginning in the 1920s and parallel with the protection of antiquities a movement to preserve Greek vernacular architecture was undertaken that was recognized in the landmark law of 1978. The following report presents the result of eleven weeks of a collaborative effort taken by a Cal Poly undergraduate planning class (CRP 341 – Community Design Studio; Fall 2006) to create a vision for future development in the community of Traver. En el Ecuador existe la creencia generalizada que la violencia viene de afuera y, más concretamente, de Colombia. Esta sensación se fundamenta en el hecho de que nadie -individual o socialmente- reconoce la violencia como propia: así la violencia de mi barrio o de mi ciudad se origina en lugares distantes al mío. Sin embargo, lo más g rave es que en estas creencias se fundamentan las políticas xenófobas y nacionalistas de cierre de las fronteras y de abusivos controles migratorios, que hoy tienen más fuerza después de las políticas desplegadas desde el 11-S.

La violencia no puede ser entendida como un problema donde ciertas cualidades o propiedades explican su existencia; porque la violencia es una relación social de conflicto que encarna procesos históricos. Esto significa, por un lado, que la violencia no puede ser analizada y entendida desde la perspectiva de los atributos (llamados factores de riesgo o causalidades) y, por otro, que las violencias de antes no son iguales a las de ahora porque son fenómenos cambiantes en el tiempo y el espacio.

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

In this study, GIS is used to investigate Denver neighborhoods through children's eyes. This community-based research project teaches inner-city children about the power of mapping and voicing preferences and concerns. Using GIS technology, neighborhood surveys, handdrawn maps, photographs, and other methods of exploration, children create maps of schoolgrounds and surrounding neighborhoods, revealing quantitative and qualitative data in a creative and informative way. The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Local planners have often neglected their industrial resources and are therefore jeopardizing their economic base. There is clearly a mismatch between land zoned for industry and that which is suitable for development. Older areas are constrained by issues of compatibility, access, and environmental and flood plain issues. Greenfield sites are constrained by physical site characteristics, such as wetlands and slope, transportation networks, development pressures from other land uses and public perceptions and concerns surrounding industrial uses. La violencia en Ecuador es un fenómeno complejo que en la última década muestra incremento y cambios significativos. Primero, aumentaron los distintos tipos de violencia, medidos por los indicadores clásicos. Segundo, apareció una diversidad de expresiones de violencia y también se visibilizaron otras. Tercero, las trasformaciones en determinadas economías ilegales condicionaron el surgimiento de nuevos actores de la delincuencia.

The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. El presupuesto del sector público se define, por un lado, de acuerdo a las relaciones de poder que, finalmente, se expresan en las políticas públicas. Esto significa que el presupuesto es producto de la correlación de fuerzas entre actores que intervienen en la definición de prioridades del ingreso y del gasto. Por otro lado, el presupuesto también constituye un mecanismo para transparentar ingresos y egresos, es decir, para rendir cuentas de lo actuado.
