What local leader or public official wants to be faced with an SOS the “same old story” of public discord and confrontation over growth and development in one’s community? That situation has become a problem for efforts to promote smart growth. Investments are needed in the walkable, compact, traditional‐streetscape and mixed use neighborhoods and developments that are more sustainable and healthy than sprawl, for both people and the landscape. Yet attempts at such change all too often end up mired in costly public controversy and stalemate.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. The proposed zoning will allow the mill complex to feature a mix of retail, residential, and manufacturing uses, while preserving …

The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. The rise of the American homeland security endeavor under the leadership of the new Department of Homeland Security has been heralded by several major national strategy documents. These documents have served to organize efforts at top levels within the government and industry. Meteorological enthalpy analysis of temperate and maritime climates above 45˚N suggests that the water-side evaporative cooling technique has considerable unrealised potential with contemporary "high temperature" building cooling systems - such as chilled ceilings. As low approach conditions are the key to exploiting the cooling potential of the ambient air, thermal performance at such conditions needs to be investigated. To address the research issues a test rig, based on an open cooling tower and plate heat exchanger and designed to maximise evaporative cooling potential, has been constructed at DIT. A combination of experimental measurement and analysis is used in the investigations. …

Dutch housing associations are private organisations with a public responsibility which are managed effectively to fulfil the social objectives of providing affordable rental housing. In the Australian system, community housing organisations are categorised as not-for-profit organisations and are mostly characterised by small organisations with very limited resources. This study aims to identify the strengths and weaknesses of the Australian and the Dutch housing association models. A series of interviews with representatives of community housing organisations in Brisbane, Australia, will be compared with the results of similar interviews with representatives of social housing associations in the Netherlands. The acorns from oaks (Quercus) and tan oaks (Lithocarpus) have been used as food for many thousands of years. They occur in the archaeological record of the early town sites in the Zagros Mountains, at Catal Hüyük (6000 BC), and oak trees were carefully inventoried by the Assyrians during the reign of Sargon II. In Europe, Asia, North Africa, the Mid-East, and North America, acorns were once a staple food. They are still a commercial food crop in several countries. Acorns are still harvested and used in several areas of the United States, most notably Southern Arizona and California. There …

Harnessing Growth Spillovers For Rural Development: The Effects Of Regional Spatial Structure, Edward Feser, Andrew Isserman

Many rural development strategies seek to leverage urban to-rural growth spillovers. This paper concludes that their success depends on the spatial structure surrounding the target rural counties. We develop a county-level spatial growth model to identify the positive spread and negative backwash effects of urban to rural spillovers in the lower 48 states over the 1990-2000 period. Instead of the conventional, fallacious substitution of metropolitan and nonmetropolitan for urban and rural, we consider the urban and rural character of each county. Mostcounties have both urban and rural populations, and we classify each as urban, mixed urban, or rural depending on …
