This thesis began from my interest in using indigenous architectural and dwelling patterns of fishing villages in coastal Thailand as a model for a new sustainable community. The provincial government has a policy promoting longstay tourism for affluent retirees from other countries, enabling them to experience the natural, historical, and cultural heritage of the area at an economical cost. To fulfill the local government's policy and my intention to design such a facility, this thesis proposes to design an international "ecolodge" for a site near Yisan Village. Under the rapid technological advancement within the building industry and booming economic conditions regionally it has been an ideal environment for the uptake of environmentally sustainable development (ESD) and progressive urban planning practices. Debate on the sustainability of human settlements has recently been focused primarily on the urban portion of the land use pattern. However, urban areas rely on suburban, rural, and other less densely settled lands for their existence. This dissertation investigates the early career of the German architectural critic Adolf Behne (1885-1948) and the crucial role he played in defining and promoting an early vision of modern architecture. During the particularly vibrant cultural moment in Germany before World War I, Behne became intent on finding artistic and architectural alternatives to what he perceived as the elitism, materialism, and decadence of Wilhelmine society. Influenced by the cultural program of the Socialist party, Behne believed that modern art had to be made accessible to all, and that modern architecture must be grounded in a "social conscience." Since 1978, studies by the International Joint Commission (the bi-national commission mandated to protect the Great Lakes) have shown increasing water quality stress due to urban non-point source pollution. The key question for the IJC today, as an international commission with no direct enforcement power, is how the IJC can be effective in getting the parties and their jurisdictions to improve management of non-point source pollution issues when the land use trigger is primarily a local government issue.
