Information Technology Services and the University Library partnered to build an Internet2-enabled Learning Commons (LC) at California Polytechnic State University in San Luis Obispo. The project team now extends the campus partnership model to include student and faculty users in collaboratively applying Scandinavian style co-design methodologies for physical and virtual learning and teaching environments. The interactive design approach was tested from January to June 2005 with funding from a U.S. Office of Naval Research Internet2 MiniGrant subcontract award. The project evaluated the efficacy of an interactive design/redesign methodology for encouraging user-driven, boundary-crossing information exchange and knowledge creation. Involving graduate and …

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Recent developments in enhancing heat transfer in cooling towers, together with the success of chilled ceilings, have prompted a review of the evaporative cooling technique. in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. This paper presents the results of experimental research into the thermal efficiency of a water-side open indirect evaporative cooling test rig designed to achieve low (1-4 K) approach conditions. Secondary efficiencies in the range 0.24-0.76 have been achieved.

When a sudden on-set emergency or disaster affects a region or the whole country, communities and neighborhoods should plan for the possibility that emergency and other civic services will be disrupted and unavailable (District of Columbia 2003a, 2003b, 2004; Doyle 2004; Siskiyou County Public Health/NorCalBT.com 2004). The event may be severe enough that the routine public health surveillance and monitoring system will be disrupted or the system will not be able to provide data quickly enough to support state and local decisionmaking. [Abstract written March 2008, TLC] Under worst-case planning assumptions used by some major metropolitan areas, a Neighbor-to-Neighbor self-help program model is the primary link between citizens and the professional response personnel of the responsible government agencies.
In the Neighbor-to-Neighbor self-help program model or a Community Emergency Management Plan (CEMP) calls on the citizens in neighborhoods to identify and establish cluster emergency preparedness committees, Cluster Emergency Coordination Centers (CECC) and Community Emergency Response Teams (CERT). A simple irrigation system providing sufficient watering needed to make a plant grow is not very difficult. However, to set up a system which provides uniform distribution of water is more difficult. Uniformity coefficients such as Distribution Uniformity and Christiansen coefficient of Uniformity can be used to compare systems and layouts. After measuring the distribution of water from a single sprinkler, a densogram is created with software. The densogram is a numerical and graphical representation of the overlap pattern that the sprinklers create on a given area of surface that is being irrigated. A number of indoor noise criteria systems are used to quantify the background noise in a built environment, including Noise Criteria (NC), Balanced Noise Criteria (NCB), Room Criteria (RC), Room Criteria Mark II (RC Mark II), A-weighted Equivalent Sound Pressure Level (LAeq), and others. An on-going debate exists in the acoustical community over which criterion is the most appropriate to use in the variety of ambient noise situations encountered. A mechanical damping system for a structure is provided. The mechanical damping system comprises a tubular impact frame secured to the structure. A support frame is secured to the structure with the support frame spaced from the impact frame. An elongated member is provided having a first end and a second end. The first end is secured within the support frame and the second end is free from connection and extends into the impact frame.
