Helen Y. Chu

Information Technology Services and the University Library partnered to build an Internet2-enabled Learning Commons (LC) at California Polytechnic State University in San Luis Obispo. The project team now extends the campus partnership model to include student and faculty users in collaboratively applying Scandinavian style co-design methodologies for physical and virtual learning and teaching environments. The interactive design approach was tested from January to June 2005 with funding from a U.S. Office of Naval Research Internet2 MiniGrant subcontract award. The project evaluated the efficacy of an interactive design/redesign methodology for encouraging user-driven, boundary-crossing information exchange and knowledge creation. Involving ...

Analysis Of Per Capita Expenditures Of Suburbanizing Communities In Maine, New England Environmental Finance Center Sep 2005

Analysis Of Per Capita Expenditures Of Suburbanizing Communities In Maine, New England Environmental Finance Center

Economics and Finance

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine ...

Thermal Efficiency Characteristics Of Indirect Evaporative Cooling Systems, Ben Costelloe, Donal Finn May 2005

Thermal Efficiency Characteristics Of Indirect Evaporative Cooling Systems, Ben Costelloe, Donal Finn

Conference Papers

Recent developments in enhancing heat transfer in cooling towers, together with the success of chilled ceilings, have prompted a review of the evaporative cooling technique. in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. This paper presents the results of experimental research into the thermal efficiency of a water-side open indirect evaporative cooling test rig designed to achieve low (1-4 K) approach conditions. Secondary efficiencies in the range 0.24-0.76 have been achieved.

Citizen Based Public Health Surveillance, Monitoring And Post-Event Assessments, Thomas Lyons Carr Iii Apr 2005

Citizen Based Public Health Surveillance, Monitoring And Post-Event Assessments, Thomas Lyons Carr Iii

Thomas Lyons (Thom) Carr III Appl.Sc., CEM

When a sudden on-set emergency or disaster affects a region or the whole country, communities and neighborhoods should plan for the possibility that emergency and other civic services will be disrupted and unavailable (District of Columbia 2003a, 2003b, 2004; Doyle 2004; Siskiyou County Public Health/NorCalBT.com 2004). The event may be severe enough that the routine public health surveillance and monitoring system will be disrupted or the system will not be able to provide data quickly enough to support state and local decisionmaking. A temporary post-disaster system should be planned for and implemented. The epidemiologist supporting the local decision ...

What Communities Should Do Pre-Event To Support Public Health Post-Event Assessments, Surveillance And Monitoring, Thomas Lyons Carr Iii Feb 2005

What Communities Should Do Pre-Event To Support Public Health Post-Event Assessments, Surveillance And Monitoring, Thomas Lyons Carr Iii

Thomas Lyons (Thom) Carr III Appl.Sc., CEM

[Abstract written March 2008, TLC] Under worst-case planning assumptions used by some major metropolitan areas, a Neighbor-to-Neighbor self-help program model is the primary link between citizens and the professional response personnel of the responsible government agencies.

In the Neighbor-to-Neighbor self-help program model or a Community Emergency Management Plan (CEMP) calls on the citizens in neighborhoods to identify and establish cluster emergency preparedness committees, Cluster Emergency Coordination Centers (CECC) and Community Emergency Response Teams (CERT). Missing from these plans or what is not articulated is how constant Public Health Post-Event Surveillance, Monitoring and Assessments will be done. Given the worst-case planning ...

Optimal Spacings For Two Common Landscape Irrigation Sprinklers, Kody L. Karschnik Jan 2005

Optimal Spacings For Two Common Landscape Irrigation Sprinklers, Kody L. Karschnik

The Journal of Undergraduate Research

A simple irrigation system providing sufficient watering needed to make a plant grow is not very difficult. However, to set up a system which provides uniform distribution of water is more difficult. Uniformity coefficients such as Distribution Uniformity and Christiansen coefficient of Uniformity can be used to compare systems and layouts. After measuring the distribution of water from a single sprinkler, a densogram is created with software. The densogram is a numerical and graphical representation of the overlap pattern that the sprinklers create on a given area of surface that is being irrigated. By varying the distance between the sprinklers ...

How Real Is The Sense Of Presence In A Virtual Environment?: Applying Protocol Analysis For Data Collection, Chiu-Shui Chan, Chien-Hui Weng Jan 2005

How Real Is The Sense Of Presence In A Virtual Environment?: Applying Protocol Analysis For Data Collection, Chiu-Shui Chan, Chien-Hui Weng

Architecture Conference Proceedings and Presentations

This study attempts to investigate the sense of presence in a fully immersive virtual environment. The methodology applied in this study used protocol analysis for data collection. A preliminary experiment was conducted to explore noticeable phenomena to develop a hypothesis for the final experiments. Four different virtual reality models, representing four different kinds of virtual space, were navigated in C6 (CAVE facilities) by two human subjects. Results of the research in this direction have provided valuable understanding regarding the sense of presence in the virtual environment.

The Digital Persona And Trust Bank: A Privacy Management Framework, Sree Nilakanta, Kevin P. Scheibe

Supply Chain and Information Systems Publications

Recently, the government of India embarked on an ambitious project of designing and deploying the Integrated National Agricultural Resources Information System (INARIS) data warehouse for the agricultural sector. The system’s purpose is to support macro level planning. This paper presents some of the challenges faced in designing the data warehouse, specifically dimensional and deployment challenges of the warehouse. We also present some early user evaluations of the warehouse. Governmental data warehouse implementations are rare, especially at the national level. Furthermore, the motivations are significantly different from private sectors. Designing the INARIS agricultural data warehouse posed unique and significant challenges ...

Or-05-6-4: Relating Human Productivity And Annoyance To Indoor Noise Criteria Systems: A Low Frequency Analysis, Erica Eileen Bowden, Lily M. Wang

Architectural Engineering -- Faculty Publications

A number of indoor noise criteria systems are used to quantify the background noise in a built environment, including Noise Criteria (NC), Balanced Noise Criteria (NCB), Room Criteria (RC), Room Criteria Mark II (RC Mark II), A-weighted Equivalent Sound Pressure Level (LAeq), and others. An on-going debate exists in the acoustical community over which criterion is the most appropriate to use in the variety of ambient noise situations encountered. In an effort to quantitatively support the use of individual criterion, this project subjectively correlates these various criteria with human task performance and perception. Eleven subjects participated in a pilot ...
