El proceso de urbanización en el Ecuador se rige por la lógica concentradora y excluyente, propia del tipo de desarrollo capitalista en nuestras naciones, se expresa entre otras cosas, en la desarticulación de la red urbana, el ilimitado crecimiento de las ciudades grandes por sobre el resto de los asentamientos humanos, la profundización de los desequilibrios y desigualdades a todo nivel (social, intraurbano y ecológico), el predominio de la población urbana sobre la rural, etc.

Con el trabajo se busca realizar un balance del trayecto seguido por la investigación regional y urbana en el país y del estado en que se encuentra. Managing Household Hazardous Waste, W. David Conn

City and Regional Planning

Many household products contain hazardous chemicals. When discarded, these products become household hazardous waste, which poses a potential threat to human health and the environment. Planners may be called upon to assist local government officials, who increasingly are coming under pressure to implement special HHW programs, especially collection day events. However, there has been little systematic examination of the actual risks created by HHW, or of the full costs, benefits, and liabilities associated with collection days and other programs. This article synthesizes the current literature on HHW and identifies directions for needed research.

A partir del reconocimiento, por parte de la UNESCO, de Quito como Patrimonio Cultural de la Humanidad, el Ilustre Municipio emprende una serie de acciones, bajo la modalidad de planes y programas, que transforman la imagen del denominado Centro Histórico. La Dirección de Planificación, por su parte, sistematizó investigaciones históricas, inventarios arquitectónicos, estudios urbanísticos y análisis socio-económicos con el objeto de proponer la realización de un plan de obras en las áreas históricas.

Quito, enclavada a 2600 metros de altura, rodeada de montañas y nevados y con la presencia de monumentos, muchos de ellos de origen colonial (1500-1800), conserva, en cierta medida, un carácter único de ciudad. Sus habitantes no están fuera de su configuración, al contrario, son ellos quienes contribuyen a sostener, por años, ese carácter de ciudad colonial con rasgos de modernidad.

Financial performance guarantees are tools for ensuring that funds needed to pay for improvements called for by development permits and approvals are available in the event a developer defaults on permit requirements. Once limited to surety bonds and cash escrows, new types of guarantees have been developed and are coming into common use. Standby letters of credit, in particular, are being used more widely and have a number of advantages. To use guarantees successfully, municipal governments must make careful decisions about a number of administrative matters. Local sponsors of federal projects may redefine policy initiatives and implementation strategies to be consistent with local perceptions of need and available resources. These local solutions may not be adequate to sustain the project or to address the larger societal good that is the prime policy objective.
