Fredericksburg, Texas was founded in 1846 by German settlers under the sponsorship of the Society for the Protection of German Immigrants in Texas. The Society, composed of a group of German noblemen, was to provide the immigrants with transportation, land, and assistance in making settlements, and the settlers were faced with considerable difficulties after the Society's collapse. The immigrants were primarily farmers and village craftsmen from the central uplands of Germany, a hilly region which bore a striking resemblance to the Fredericksburg area's. This thesis describes a process or investigation of the presumptions that structure the attitudes and interactions in the field of architecture/planning. Architecture/planning is described, in relation to defined criteria, as a system which maintains academic and professional hierarchies and white perpetuates itself and its self interests. The resulting definitions of problems, solutions and roles within the field are directly linked to the controlling social, political and economic interests that are the status quo. Windowless school buildings are currently being proposed as a design solution to the problems of vandalism, energy conservation, and building costs. However, little consideration is being given to the effects of windowless classrooms on the students and teachers inside. The intent of this thesis was to describe the effect of windowless classrooms on three specific areas of cognitive behavior: rote learning, concept formation, and perceptual ability. In addition, a description of student and teacher affective behavior, based on formal observations, was included. Two identical sixth grade classes were selected for this study. A need exists for structures. that are harmonious with nature which are safe for their occupants and also aesthetically pleasing to the senses. To fulfill this need, architects must contend with one of nature's most violent phenomenon, the tornado, which causes the loss of hundreds of lives and millions of dollars in property damage annually. Tornado incidence is less frequent during certain times of the day, months of the year, and different areas of the country, but is an everpresent environmental threat.

What has determined the open space configuration in twentieth century British and American new town plans? Where is the open space, how is it used, and to what extent have open space and landscape been determinants of urban form? Does open space planning in the twentieth century reflect earlier traditions? These are the questions examined in this thesis.

Federal legislation enacted in January 1974 created federal agencies to produce a rail plan process for the Northeast United States and to monitor and evaluate the programs. A a result of the federal enactment, many states are producing rail plans. Wisconsin is presently preparing one such plan which included the elements of freight operations. The State also has produced a Manual for State Railroad Planning. Both documents have included railroad abandonment as topic of discussion.
