Over five decades a new decentralized model for the European capital city has emerged through the distribution of European Union (EU) institutions and agencies, but as the result of national compromise and competition rather than the implementation of a vision of Europe. In an increasingly globalising and competitive world, cities are facing unparalleled challenges relating to such forces as economic restructuring and fiscal stress, national security, institutional relationships and the changing role of governance, environmental degradation, social and cultural transformation and rising exclusion.
