The process of tendering for construction contracts is an expensive process, particularly where contracts are large and/or complex or involve partial, or total, contractor design. The underlying philosophy guiding best practice in tendering procedure is that of ensuring fair play among the tendering contractors. Tenders for building contracts may be obtained using a range of approaches. This study examines best practice in tendering procedure for building contracts in the private and public sectors in Ireland and focuses in particular on the procedures to be carried out under open and selective/restricted tendering approaches.

In November 2016 the number of states where recreational marijuana sales are legal increased to eight. Thousands of cities and counties are now on the front lines of regulating these new land uses. Local governments in Colorado, the first state to implement recreational marijuana legalization, are models for jurisdictions in other states. We study counties and municipalities in the eight micropolitan statistical areas in Colorado to learn how they regulate recreational marijuana businesses. A contract is an agreement which is capable of being enforced at law and whose essential characteristic is that of a bargain. Contract law focuses predominantly on commercial transactions and in the construction context these range from simple every-day transactions such as purchasing a box of nails to procuring multi-million euro building facilities. In Ireland construction clients typically engage designers and quantity surveyors to formulate designs and they subsequently contract with building contractors to construct the designs. DX cooling coil (DCC) systems have dominated light commercial and household applications in the U.S for several decades. Approximately 14.5% of energy use is consumed by space cooling in commercial buildings, whereas 87% of households are installed with air-conditioners. Improper installation, poor design, and lack of optimized control/operations incur faults in HVAC systems causing 25% to 50% energy waste in a building. These consequences are subject to inefficient equipment modelling of which is developed from: (1) insufficient understanding in equipment characteristics, (2) uncertainties in testing environment and data, and (3) access and cost limitations. Many reinforced concrete buildings in seismic regions employ reinforced concrete shear walls as part of the lateral force resisting system and these walls often have non-planar cross-sectional geometries. To date, the majority of experimental tests on slender concrete walls have been conducted on planar walls which have been subject to low shear stress demands. An experimental program was developed to examine the response of flanged C-shaped walls with respect of load history and a computational parametric study was conducted to focus more specifically on the impact of web reinforcement for walls subject to a range of shear stress demands.

Two things exercised my brain this week, both of which reminded me of a late, lamented magician. The first is the government’s Planning and Development (Housing) and Residential Tenancies Bill 2016. This is the bill that will send planning applications for 100 or more residential homes directly to An Bord Pleanala. A study, carried out by Dr David Meredith, senior researcher at Teagasc, looked at rural Ireland —its economy and where people are going to live. Media reports tend to focus on specific components of population decline, especially the headlinegrabbing “Can’t even field a GAA team” line, which focuses on young men. Populations comprise more than young men, however, and increases can be found in other age categories, such as the over-55s.

Creating sustainable urban landscapes in light of growing population pressures requires interdisciplinary multi-functional solutions. Alternative agro-ecosystems described as food forests, permaculture gardens, and/or edible landscapes among others could offer potential ways to address the social, economic and ecological goals of various stakeholders simultaneously. The present research used a unique rubric, the Permaculture and Agro-ecosystems Sustainability Scorecard (PASS) that combines existing agricultural and landscape sustainability indicators in order to assess alternative agro-ecosystems. The rubric evaluates provisioning, regulating, supporting and cultural ecosystem services such as pollinator presence, biodiversity, pesticides and fertilizer use, carbon sequestration and human interactions. In three phases, a subset of 200+ schools applying for grants dedicated to building high performance schools over the past decade was correlated with an existing database of achievement scores for all public schools in California. This work began as part of a graduate urban design studio, followed by work as a research assistant at the UMass Design Center in Springfield, on a new “demonstration” wayfinding system installed in Springfield, Massachusetts.
