The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats. Their rationale was that cyber vulnerabilities posed a new, unaddressed challenge to infrastructure security. This approach was further questioned by the events of September 11, …

At the beginning of the new millennium, information and communications technologies (ICT’s) are the centre of interest for both business and government. Increasingly, new development and urban policy is concerned with the opportunities and threats posed by the digital revolution and business and government need to respond strategically. This article addresses the constitutionality and wisdom of Oregon's urban growth boundary (UGB) program. The article concludes that the program is constitutional under current precedent, and that (contrary to claims made by UGB critics) there is little evidence that the UGB has caused Oregon's runup in housing prices. On the other hand, UGB supporters may have exaggerated the UGB's positive environmental results.

This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

To date, the debate on the sustainability of human settlements has focused on the urban portion of the land use pattern. Since urban areas rely on suburban, rural, and other less densely settled areas for their existence, these areas must be included in any sustainability assessment. This need for a regional view has resulted in a typology of regional form, which allows comparisons of relative sustainability between various regional land use patterns. Based on resource efficiency, this regional analysis includes measurements related to water, agricultural land, habitat, energy use, and transportation and identifies primary indicators for each category. Impervious surfaces have for many years been recognized as an indicator of the intensity of the urban environment and, with the advent of urban sprawl, they have become a key issue in habitat health. Although a considerable amount of research has been done to define impervious thresholds for water quality degradation, there are a number of flaws in the assumptions and methodologies used. Given refinement of the methodology, accurate and usable parameters for preventative watershed planning can be developed, which include impervious surface thresholds and a balance between pervious and impervious surfaces within a watershed.

Fragmentation of agricultural land by urban sprawl affects both the agricultural production capacity of the land and its rural scenic quality. In order to assess the resulting fragmentation of the three most common types of agricultural land conservation tools in the United States, this study analyzes the spatial form of three land protection strategies: a purchase of development rights (PDR) program, a clustering program and a transfer of development rights program. This presentation focuses on the tensions between different architectural traditions in Portland, a metropolitan region contained within an urban boundary. I examine two types in the production of recent residential and corporate architecture. Through the study of specific examples, I explore the intersection between urban planning premises and architectural physicality in the context of Portland’s planning culture. I investigate how these two architectural types have originated as products of, or reactions to, several of the main planning discourses in the city. The result is a spatial environment where conflicting planning views are reflected in contrasting architectural typologies, resulting in reconfigurations …

The last century saw the establishment of various institutions that organized building construction in Lebanon as well as the formation of academic programs in architecture. The number of architects has grown from the handful who came from abroad in the first quarter of the twentieth century. This article lays out several key trends concerning industrial development that I have noted over the past ten years in my consulting practice and academic research. They are not exhaustive nor will they be reflected in all parts of the country. They do, however, point out that we need to continually adapt to the market place; we need to become more pro-active in controlling how and where we stimulate development; we need to insure that we provide the opportunity for industry to succeed; and, finally, we must be reflective of world events and the speed of change.

The neoclassical design was the dominant design movement in landscape architecture at the turn of the last century, dictating the form and design of public parks for most of the first half of the twentieth century. Meridian Hill Park, located just north of the White ouse in Washington, DC, is considered the most ambitious neoclassical park ever conceived in the United States. The paper provides an overview of the design development of the park, illustrating how classical design precedents were used to create a contemporary neo-classical park.

This thesis investigates greenways as an emerging strategy for landscape planning. In the thesis, greenways are researched through case studies in the Netherlands and the USA and through published literature. Application of the greenway concept is made to several landscape planning projects in the USA. An original greenway typology is proposed based on: scale, goals, spatial context, and planning strategy. Using the typology, greenway planning is compared with other contemporary landscape planning concepts and activities including: ecological networks, wildlife corridors, and habitat networks.
