This study examined land use and crime against persons and crime against property in Las Vegas, Nevada at varying spatial levels of analysis. Using crime data provided by the Las Vegas Metropolitan Police Department and the Clark County Assessor’s office, results at the macro-level of analysis reveal that property crime rates concentrated on commercial, transportation, communication and utilities, and industrial land use, whereas violent crime concentrated at commercial, multi-residential, and civic, institutional, and recreational land use. In this thesis, three design opportunities are presented. The first design iteration looks at the micro scale. Public infrastructure along the length of the strip serves as canvases for public art. By expressing art on posts, utility boxes, guardrails, and bollards, a consistent rhythm of public art along the strip links together the separated attractions and properties. To emphasize this connection, the second design iteration implements intermittent hooks. Here, the meso scale reinforces public art interventions on medium-scale sites, such as street medians. Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. The basis of this research, is to evaluate the North Las Vegas area in order to develop knowledge of what areas are in critical need of rehabilitation. Improperly maintained affordable housing is one of the largest sources of wasted resources. The research was obtained through a windshield survey process, which included approximately 12,000 homes in the North Las Vegas area to determine their conditions.
