As the effects of climate change become increasingly damaging and costly, a public and political consensus is building for planning that will protect private property and public infrastructure. Climate-related planning has primarily focused on mitigation, assessing vulnerability, and building adaptive capacity. Adaptation has not gained substantial ground in the area of implementation. The uncertainty associated with climate change projection and variability has emerged as a dominant barrier to adaptation. However, as knowledge accrues, the global and national science communities have been developing more detailed, fine-scale climate projections. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.

For the senior capstone project at the University of Massachusetts, this student completed a conceptual site design project for the City of Greenfield. The City of Greenfield wishes to redevelop the Brownfield site, currently known as the Bendix Property, into an eco- industrial park. Working closely with the City’s officials, the student created a realistic vision for the site. After twenty years of soil and groundwater treatment, the site is ready to come back to life. This studio was based on the Fairmount Greenway that was developed through a series of public meetings with the neighborhood community and with consultants from the firm Crosby, Schlessinger and Smallridge (CSS). The Fairmount Greenway, while drawing its identity from the traditional greenway model is in fact a reinterpretation of an urban greenway. The greenway path follows along both primary and secondary city streets because of the lack of space along the rail right-of-way. This analysis included: topography, soils, vegetation, structures, utilities, easements, property deed, and city, state, and federal regulations. From this analysis an assessment of future development potentials was made based on the existing data/documents from UMass files, public records, Mass GIS data, site visits, and interviews with Gloucester, Commonwealth of Massachusetts, and other officials and stakeholders. This studio report explores community service learning in the graduate urban design studio taught in the in Department of Landscape Architecture and Regional Planning at the University of Massachusetts Amherst and instructed by Professor Frank Sleegers.

In December of 2004, the small Massachusetts town of Gill took a tremendous step to influence its own future. A fifteen acre parcel of land in the south of town, near the intersection of two important town roads, had been put up for sale by its previous owners. The land had been under an agricultural preservation restriction, a program enabled by Massachusetts General Law Chapter 61 A. As part of this restriction, if the land were ever sold, the town would have right of first refusal.

The City of Methuen’s Department of Planning and Community Development hired a team of students from the University of Massachusetts Amherst’s Master’s in Regional Planning studio class to examine the growth impacts of a potential highway interchange reconfiguration. Exit 46 of Interstate 93 in Methuen is a failed interchange, and will likely be reconfigured in the next ten years. Methuen, a middle class city of 44,000 midway between Boston, MA and Manchester, NH, is currently experiencing significant growth pressures. The reconfigured interchange will only add to these pressures.

This is a study of growth potential in seven towns located along an east-west axis in the mid Connecticut River Valley in western Massachusetts. It employs a planning method commonly described as a build-out analysis in which lands are identified that are both physically suitable and available for future development. Zoning regulations, population growth projections, land conservation trends, and other constraints are then used to project different growth scenarios that result in estimations of the number of new residences that can be accommodated over time and the increases in population that would be likely based on those. the Purpose of this study is to assess the impact of discrimination on rental housing opportunities in Massachusetts. We obtained information on the numbers and types of housing discrimination cases filed in Massachusetts with federal, state, and private non-profit fair housing organizations. A total of 3,431 complaints were reported in Massachusetts from the period of 1990 to April 1998. Our findings indicate clearly, that rental housing discrimination exist in the state of Massachusetts. One of the major problems that we found is the fact that most instances of housing discrimination do not get reported. Based on our work, we are …

The two connected goals were to develop reuse options for vacant buildings and lots and for the soon to be vacated Berkshire County House of Corrections and Jail.
