The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. Modification of built environments into fire-adapted communities has been explored in this thesis, through multiple strategies. The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

The masters project presents findings from recent work the author completed related to wayfinding, and wayfinding systems. This work began as part of a graduate urban design studio, followed by work as a research assistant at the UMass Design Center in Springfield, on a new “demonstration” wayfinding system installed in Springfield, Massachusetts. The wayfinding project was done in association with the Pioneer Valley Planning Commission and the Springfield Office of Planning and Community Development, was implemented with the main goals of improving public health by encouraging more people to walk.

What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

This paper utilizes Census Bureau and USPS-HUD data sets to examine the relationship between address vacancy and percent of residents who are housing cost burden at the Census Tract level. This research determines there is a statistically significant positive linear relationship for four of the six New England States. Additionally, I examine spatial autocorrelation patterns among the residuals to determine if error term is clustered, dispersed, or random. Finally, I compare my results to how building codes disincentive rehabilitating buildings and incentivize greenfield development. While the utilization of energy efficiency has grown in recent years, it has not been distributed evenly across the country. In some states, over 2% of a utility’s budget is spent on energy efficiency; in other states that number is 0. Much of the growth in energy efficiency has been due to state policies and the development utility-level energy efficiency programs. Yet, all utility programs are not created equal. Because they are often exempt from state regulation (and therefore state energy efficiency policy), publicly-owned utilities have traditionally lagged behind IOUs when it comes to EE programs.

A fifteen acre parcel of land in the south of town, near the intersection of two important town roads, had been put up for sale by its previous owners. Exit 46 of Interstate 93 in Methuen is a failed interchange, and will likely be reconfigured in the next ten years. Methuen, a middle class city of 44,000 midway between Boston, MA and Manchester, NH, is currently experiencing significant growth pressures. While redevelopment has occurred in the historic industrial corridors of the Blackstone and Merrimac rivers, it has been largely absent in rural areas of Massachusetts.
