The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. The starting point was in 1971, in a meeting of Fontainebleau, where M. René Pechère led an international group of historic garden landscape architects and other professionals in the creation of a joint ICOMOS / IFLA Committee of Historic Gardens and Sites. Planner, conservationist, forester, and geographer Emile Benton MacKaye envisioned a revolutionary, extensive foot trail that would promote the interaction between communities throughout the United States' distinctive eastern region. His 1921 plan for the Appalachian Trail (A.T.) focused on balancing the basic requirements for life in and out of the urban context by developing an ‘indigenous’ environment and developmental mold (Bower 1962, 372). However, almost a century has passed, and MacKaye's approach to the planning process, organization, environmental development, and the rural economy remains hidden beneath the mountain forest canopy extending from Maine to Georgia.

This thesis is a critical analysis of the normative planning practice in relation to the aspirational principles of the American Institute of Certified Planners (AICP) (especially Section A, Part 1: Overall Responsibility to the Public). By exploring several dimensions of typical, or Business As Usual, planning practices in a local planning department in Springfield, Massachusetts and contextualized within larger planning concerns in the United States, I illustrate that socio-spatial, racialized oppression is deeply embedded in these common practices. The effects of transportation planning on equity are often overlooked or not prioritized, sometimes resulting in an inequitable distribution of infrastructure investment with disparities in access. This paper examines the characteristics and distribution of approved Complete Streets projects across Massachusetts using social and spatial methods to analyze trends across socioeconomic demographic data. The methods applied include buffering techniques in GIS software to analyze population data within a half-mile radius of approved projects from 2016-2019. The half-mile measure of proximity is used as a proxy for access, in which descriptive statistics and regression models examine in detail.

The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

The poster presented hereby is intended to establish a lively debate on the eventual interpretation of the dynamics in two specific rural landscapes and how their analysis depends on the ability to appropriately select and assimilate the transformations of the place. The two cases expose potential problems that arise when interpreting and managing these rural landscapes. Interpretations can be ‘colonial’ or ‘indigenous’. The inscribed property consists of 55 sites and five existing World Heritage sites lying along a 1400 km section of this 2600 km route, that extends north from Mexico City to Texas and New Mexico, United States of America. The provision of food and other natural resource for subsistence is celebrated in the histories of Māori tribes, in episodes relating to the ancestors who brought crops from Hawaiki in their migration to Aotearoa New Zealand, or who demonstrated prowess in the cultivation or gathering of resource. The oral histories of these ancestors and their feats of provision are still evidenced in aetiological stories, place names, and expansive archaeological fields, and artefacts that shape cultural landscapes, map out the natural resource around the country, and continue to act as a repository of indigenous knowledge today.
