The Workforce Housing Coalition of the Greater Seacoast organized a workforce housing design charrette in the community of Berwick, Maine. The event was held over the two-day period of October 14 and 16, 2015. The process included a site walk, community dialogue session, and design workshop, culminating in a design reveal on October 16. This, the Coalition’s sixth annual design charrette. This produced conceptual designs for a mixed-use development that includes workforce housing for the charrette focus areas at the Prime Tanning and Estabrook School sites in Berwick, Maine.

Since 1997 Maine has enjoyed one of the highest levels of home ownership in the country. As Fred Stocking points out, homeownership contributes to community stability and provides a sense of security to families. Yet not all of Maine families are able to achieve their dream of homeownership. Community Land Trusts (CLTs) represent an attempt to build community and solve an affordable housing problem for Maine’s low-income residents. CLTs are non-profit organizations that require the joint involvement of residents and non-residents in the housing development and management, and resale price restrictions that keep the housing affordable indefinitely. The proposed Dickey-Lincoln School Lakes Project in northern Maine is a multipurpose installation on the St.John River. The combination hydroelectric power and flood control project is located in Aroostook County, Maine, near the Canadian border. The two proposed earth fill dams located at Dickey are 10,200 feet in length with a maximum height of 335 feet. They would impound 7.7 million acre feet of water at a maximum pool elevation 910 feet mean sea level. Dickey-Lincoln School Lakes Project

The purpose of this Draft Supplement (SDEIS) to the Revised Draft Environmental Impact Statement (RDEIS) is to evaluate the environmental impacts of the Fish and Wildlife Mitigation Plan proposed for Implementation in conjunction with development of the Dickey-Lincoln School Lakes Project, Maine (Appendix K, RDEIS and Attachment 1 of the Report). Although the mitigation plan is intended to mitigate rather than impose adverse environmental impacts, the mitigation measures proposed do constitute a major Federal action requiring the development of a supplemental environmental impact statement pursuant to the National Environmental Policy Act of 1969.

An overview of The Dickey-Lincoln Project in northern Aroostook County, Maine is a proposed Federally financed hydro-electric power generating facility. Electric energy generated by the facility would be introduced into the New England Power Pool system through construction of new transmission lines across northern Maine, New Hampshire, and Vermont.

Responsibility for investigation and construction rests in the two Federal agencies, i.e. dams and reservoirs in the U.S. Army Corps of Engineers and transmission lines in the U.S. Department of Energy (DOE). This design memorandum presents the results of several studies undertaken to provide an understanding of present and potential future water quality conditions within and downstream from Dickey and Lincoln School Lakes in accordance with the requirements of ETL 1110-2-1402, dated 12 November 1976. Included are an examination of baseline water quality conditions and the findings of qualitative and quantitative predictive analyses performed to evaluate water quality conditions during all phases of the project's lifetime. This document will also serve as a reference for the water quality portions of the project Environmental Impact Statement.

This draft EIS address the impacts of the dams and appurtenant structures. The marketing and transmission of power from Federal projects are the statutory responsibility of the Department of the Interior. Accordingly, they are conducting transmission line studies in the preparation of a draft EIS. The draft EIS for transmission line and marketing is scheduled to be submitted to the Council on Environmental Quality in February 1978. Both drafts will be combined and submitted as a Final Environmental Impact Statement in August 1978.

The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. This introduction of the St. John River watershed is situated in a transitional zone between the Boreal Forest Formation and the Eastern Deciduous Forest Formation. Second-growth forests representative of these two ecosystems cover extensive areas of the project site. The boreal forest forms a broad transcontinental belt in northern North America and Eurasia, with southern montane extensions. This northern forest is characterized by evergreen, coniferous trees, predominately spruce-fir The eastern deciduous forest, composed of broad-leaved hardwoods, extends throughout the eastern United States except Florida (Dasmann, 1968; Oosting, 1956).
