This studio was based on the Fairmount Greenway that was developed through a series of public meetings with the neighborhood community and with consultants from the firm Crosby, Schlessinger and Smallridge (CSS). The Fairmount Greenway, while drawing its identity from the traditional greenway model is in fact a reinterpretation of an urban greenway. The greenway path follows along both primary and secondary city streets because of the lack of space along the rail right-of-way. The Fairmount Greenway begins at what will be a new station stop at New Market South Bay near Upham’s Corner in northern Dorchester. The greenway follows …

This studio report explores community service learning in the graduate urban design studio taught in the in Department of Landscape Architecture and Regional Planning at the University of Massachusetts Amherst and instructed by Professor Frank Sleegers. The project will began with a visioning workshop, conducted to engage community members in the shaping of project goals and objectives within the project area of downtown Springfield. This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

This report outlines the key findings of the 2011 Point-In-Time (PIT) counts conducted in January 2011. Specifically, this report provides 2011 PIT estimates and national PIT estimates of homelessness, as well as national estimates of homelessness by state, estimates of chronic homelessness, and estimates of homeless veterans. In addition, this report provides the national inventory of beds for homeless people in 2011.
In 2011, the PIT estimates of both homeless people and beds were reported by 432 Continuums of Care (CoC) nationwide, covering virtually the entire United States. CoCs reported their estimates to the U.S. Department of Housing and Urban …

This study examined whether children who become homeless differ from other low-income children in their mental health service use before and after their first homeless episode, and to what extent homelessness is associated with an increased likelihood of mental health service use. Differences between children with and without new onset of sheltered homelessness in the use of mental health services emerged following homelessness and widened over time. Sheltered homelessness and foster care placement history were associated with increased odds of receiving inpatient and ambulatory mental health services. Findings underscore the importance of collaborations between homeless assistance, foster care, and mental …

This report investigates the young adult outcomes of youth who age-out of or otherwise exit Los Angeles County’s child welfare supervised foster care system and/or juvenile probation system. Two cohorts of young adults from both systems were selected for analysis. Within the two cohorts, this study focuses on three groups of youth exiters: (i) The child welfare (CW) group is comprised of youth who exited from a child welfare out-of-home placement between the ages of 16 and 21; (ii) the juvenile probation (JP) group is made up of youth who exited from any type of juvenile probation supervision between the …

A high spatial resolution model of energy use in residential buildings was developed based on time use data. The development of this model was guided by a theoretical framework that explains the nature of a dwelling’s physical characteristics, the nature of its occupants’ energy use behaviors and the ways in which the dwelling and its occupants interact to determine the energy use of a household. Energy Plus was used as the model platform. In the model, the occupants’ domestic activity pattern was extracted from American Time Use Survey (ATUS) data via bootstrap sampling. The City of Pittsburgh planned to replace its existing 40,000 street lighting fixtures with LED fixtures and engaged the Remaking Cities Institute (RCI) to investigate the full range of potential benefits of a replacement program in business districts. The study team investigated the technological potentials offered by LED lighting, best management practices (BMP) in LED lighting and lessons learned from cities where LED lighting has been installed, as well as the place-making and aesthetic impact of LED lighting and associated technologies. Research on the impact of the built environment on obesity and access to healthful foods often fails to incorporate information about how individuals interact with their environment. A sample of 198 low-income WIC recipients from two urban neighborhoods were interviewed about where they do their food shopping and surveys were conducted of food stores in their neighborhoods to assess the availability of healthful foods. Results indicate that participants rarely shop at the closest supermarket, traveling on average 1.58 miles for non-WIC food shopping and 1.07 miles for WIC shopping. Findings suggest that access to healthful foods is not synonymous with …

A number of international human rights instruments and national constitutions establish a right to housing. In addition, a few countries, most notably England and France, have enacted legislation guaranteeing a legally enforceable right to housing. In this paper we provide an overview of the concept of a “right to housing,” and discuss its implications for efforts intended to reduce and end homelessness both in the European and American contexts.

This study analyzes HMIS and American Community Survey data from seven jurisdictions to assess the prevalence and relative risk for homelessness among veterans by race, sex, age and poverty status. Results show that among the homeless population, approximately 14% of adult males and 2% of adult females are veterans. For males, this proportion is about 30% greater than the proportion of Veterans in the general population, and twice as large as the proportion of veterans in the population living below the poverty threshold. Similarly among the female homeless population, veterans are overrepresented compared to the general population by a factor …

This study examines mortality among New York City (NYC) homeless shelter users, assessing the relationships between mortality hazard and time in shelter, patterns of homelessness, and subsequent housing exits for both adults in families and single adults. Administrative records from the NYC shelter system were matched with death records from the Social Security Administration for 160,525 persons. Crude mortality rates and life tables were calculated, and survival analyses were undertaken using these data. Life expectancy was 64.2 and 68.6 years for single adult males and single adult females, respectively, and among adults in families, life expectancy was 67.2 and 70.1 …
