Multi-Stakeholder Partnerships In Affordable Rental Housing: An Investigation Using Soft Systems Framework, Connie Susilawati, Martin Skitmore, Lynne Armitage

Queensland Department of Housing has proposed partnerships as one possible option to deliver affordable housing. Although this initiative is supported by other stakeholders, many constraints have impeded its implementation for real projects. It might be applicable for mixed housing projects with some relaxation on tax and/or planning requirements. In general, affordable housing has not been seen as a valuable investment. Moreover, the partnerships require stakeholders to work across boundaries and outside their comfort zones.

The recent housing boom, experienced across Australian metropolitan markets, has attracted many new investors and resulted in increasing prices across the full range of residential sub-markets for both owner-occupation and investment categories. Of particular concern from a social perspective is the consequential pressure generated in the affordable housing rental market. Moreover, high vacancy rates and modest rental growth in rental housing has caused a deterioration in the investor’s rental yield given these increasing house prices (Powall and Withers, 2004, p.7).

The aim of this paper is to expand heritage conservation philosophy and practice, particularly as applied to inner urban areas experiencing rapid change. It is hoped that the paper will contribute towards the development of a cultural landscape orientation in planning, and thereby towards ‘sustainable conservation.’ The paper focuses on the Australian urban conservation context, using the established conservation practice guides as its starting point. There are many methods and techniques available to environmental designers to obtain and use information on spatial behavior, attitudes, preferences, opinions, and so on. Among them are rating-scale techniques. This paper discusses these from a particular theoretical orientation and covers the utility, concept, and an evaluation of rating scales. After a brief outline of the macro- and micro-model approaches to shopping, a perception and spatial behavior model is selected as a framework for the research study. The study aims to identify the variables constituting the mental image of a consumer's shopping environment and which of these variables are considered important in spatial choice. An agentive model of person-environment relations is proposed based on environmental behavior research. The agentive process consists of three stages: awareness of information in the phenomenal environment; perception and cognition - construal - of the environmental information; and action in the behavioral environment. The agentive model of urban planning brings together theory and practice and would assist efforts to resolve conflicts and achieve consensus in urban planning transactions.
