In many American and Latin American cities alike, urban governance and planning are either in urgent need of reform or are currently undergoing haphazard reform. In many cases, innovative attempts to implement reforms have failed because the inability of cities to develop their 'civic capacity' -- the capacity to build and maintain broad social and political multi-sectoral coalitions in pursuit of common goals. This article argues that these significant points of convergence are productive building blocks for the construction of more generalizable models of urban governance and planning in democratic cities in the Americas and beyond. Over the past twenty years there has been an enormous shift in terms of retail activity in our downtowns. The changes that have occurred have influenced where and how we shop, where we live and how we define the centers of our communities. As these have evolved, planners have constantly attempted to react and adapt. At times, they have been quite sucessful while, more often, they have been frustrated. What is most perplexing is that the shifts show no signs of abating. It is an exciting time to be undertaking downtown planning!

Stadtische Gewalt ist sicherlich so alt wie die Stadt selbst; trotzdem ist kaum zu bestreiten, dass sie sich in den letzten Jahren unter anderem aufgrund ihrer veranderten Erscheinungsformen, ihrer sozialen und wirtschaftlichen Auswirkungen und ihrer alarmierenden Zunahme zu einem der dringlichsten Probleme der heutigen Andenstadte entwickelt hat. Die Gewalttatigkeit hat mittlerweile alle Lander und Stadte der Region erfasst, wobei allerdings stadt- und kulturspezifische Besonderheiten und Intensitaten zu beobachten sind.

It was the vision of George Merrick, the city's founder and master builder, to create a completely planned development. The architect Phineas Paist (1875-1937) played a major role in realizing Merrick's dream for Coral Gables as "colorist," "supervisor," and "designer." To better understand Paist’s ideas, his architecture, and his contribution to the architecture of Coral Gables it is necessary to examine his education and experiences during his formative years prior to his arrival in Coral Gables.
