The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. This thesis is a critical analysis of the normative planning practice in relation to the aspirational principles of the American Institute of Certified Planners (AICP) (especially Section A, Part 1: Overall Responsibility to the Public). By exploring several dimensions of typical, or Business As Usual, planning practices in a local planning department in Springfield, Massachusetts and contextualized within larger planning concerns in the United States, I illustrate that socio-spatial, racialized oppression is deeply embedded in these common practices. The effects of transportation planning on equity are often overlooked or not prioritized, sometimes resulting in an inequitable distribution of infrastructure investment with disparities in access. This paper examines the characteristics and distribution of approved Complete Streets projects across Massachusetts using social and spatial methods to analyze trends across socioeconomic demographic data. The methods applied include buffering techniques in GIS software to analyze population data within a half-mile radius of approved projects from 2016-2019. The half-mile measure of proximity is used as a proxy for access, in which descriptive statistics and regression models examine in detail.

The United States is the world’s leader in incarceration with 2.2 million people currently in the nation’s prisons and jails. On average, one-third of former offenders will return to prison for re-offence within three years of their release (Bureau of Justice Statistics 2018). This cycle is known as recidivism, and demonstrates a major reflection of the criminal justice system’s failure to provide rehabilitation that meets the needs of the incarcerated population. Innovation districts are a relatively new strategy in urban economic development. They have been fast gaining attention and popularity, due in part to energetic third-party promotion and the apparent successes of two early adopters: Barcelona and Boston. As additional cities establish and promote innovation districts, it benefits policymakers to possess information regarding their characteristics and suitability as an economic development approach.

The purpose of this report is to examine the feasibility of the Town of Palmer becoming a passenger stop on a proposed East-West rail line that would connect to Union Station in Springfield and South Station in Boston. The report is presented in two parts. Part one presents the primary reasons that would make the case for a stop being placed in Palmer. Hazardous pollutants that exist in contaminated soils represent a threat to human, animal, and environmental health if left unmanaged. Phytoremediation in the U.S. was generally named and formally established in the 1980s and applied as an alternative method using plants to cleanse contaminated soils on site in a more economically and environmentally friendly way than removing contaminated soils off site. A sanitation problem exists for people across the globe: basic human waste collection and treatment is inaccessible to much of the world’s population; and the status-quo gray infrastructure system of sanitation is unsustainable and unsuitable for widespread application. Towards The Creation Of A Horse Park In The Commonwealth Of Massachusetts: A Feasibility Study, Henry Renski, John R. Mullin, Jonathan G. Cooper

This study finds that the development of a Massachusetts Model horse park represents a significant economic opportunity for the Commonwealth. Capital costs are not expected to exceed $150 million. The annual economic impact is expected to approach $99 million and lead to the creation of more than 950 jobs throughout Massachusetts. Economic activity resulting from the facility’s development would also generate an additional $5 million in state and local tax revenues per year.
