The Rehabilitation Of Fulton Bag & Cotton Mills: A Case For A Unique Public-History Site And Open-Air Museum, Nina Elsas

By the 1990s, Atlanta's historic Fulton Bag & Cotton Mills (The Mill) had fallen into extreme disrepair. After operations ceased, the 19th-century factory suffered from years of neglect, forcing the decision to either demolish or rehabilitate its industrial structures. Fortunately, a choice was made to convert the majority of Fulton Bag & Cotton Mills’ buildings into residential lofts, despite the significant financial risk. The research related to this study aims to address whether the successfully renovated Fulton Bag & Cotton Mills could identify as an open-air museum.

Does development of urban areas naturally lies at odds with maintaining any memory of their historic character, e.g. historic artifacts, structures, land? If so, such a perspective may have warrant. The Atlanta area serves as an easy example: the Loew’s Grand was conveniently burned down by arsonists after it received historic status and protection; the Fox Theatre was almost redeveloped into a parking deck, and; the placard for the site of Leo Frank’s lynching was moved across the street to make room for an entrance ramp to a toll freeway.

In October of 1930, Columbus Marion Joiner’s oil rig, “Daisy Bradford No. 3,” blew a gusher of oil high into the East Texas sky. The subsequent storm of economic activity that resulted from the discovery of the East Texas oilfield irrevocably changed the built environment of many small towns in the region, including Gladewater, Texas. Oil money that flowed into the city funded a flurry of building projects in the 1930s and 1940s that left an indelible mark on the landscape of Gladewater’s downtown area. Los Angeles (LA) has the reputation of an auto dependent city. Although the region is served by a robust public transportation system, the majority of the population commutes by automobile and has developed in sprawling manner leading to poor air quality, traffic congestion and unsafe streets. Despite this, in recent years, the LA region has made significant headway in reversing sprawl and automobile use. This has included encouraging greater land use densities around transit stations, coupled with investments to active transportation systems. The goal of Planning Studio is to develop a student’s techniques for collecting, analyzing, synthesizing spatial and non-spatial data and presenting that collective data in a manner (i.e., report, video, presentation, charettes) that is understandable to academics, professionals, and the public. Planning Studio allows students to integrate knowledge from coursework and research, and apply such knowledge to resolving representative planning problems. Historic Preservation

The southern, eastern, and northern façades (the principal façades) have a great amount of decorative masonry including granite, slate coursing, brownstone coursing, and brick veneer (Photo 2). All of these materials are in good condition, except for the brownstone, which is deteriorating in areas that are connected to a wrought iron balustrade. The surface of the brownstone is face-beded, and the corrosion of the iron in contact with the stone has caused oxide jacking. All of the masonry has environmental staining.

Situated within the interpretive and critical traditions, this study aims to contribute to one of the continuing primary themes in urban preservation: how to interpret and preserve the intangible values of built environments. A comprehensive analysis of dominant theories of urban preservation forms the conceptual framework within which this dissertation takes place. It starts by locating the intellectual context of preservation in North America, and examines its basic premises and core issues. The Walley School community arts center initiative began in the fall

of 2011 as a joint project between the Town of Bristol and Roger

Williams University’s School of Architecture. Shortly thereafter, the

Gabelli School of Business was asked to development a business case

for the project. Four students in the course “Management 439: Business

Planning” took on the Walley School as their team project for

the semester. The business case study was developed in conjunction

with the Town of Bristol, the initiative’s steering committee, Roger

Williams University’s Community Partnerships Center, the School
