Lo primero que llama la atención es que todos reclamamos seguridad ciudadana. ¿Por qué no existen opositores? ¿Por qué no se ha logrado disminuir la violencia y más bien sigue ofreciendo? Mucho más cuando todos estamos absolutamente de acuerdo con esta propuesta. Me da la impresión que es un tema relativamente parecido a los de descentralización, democracia, derechos humanos o desarrollo económico a los que nadie se opone.

In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

The combination of elements and conditions in inner-urban areas may be argued to constitute established patterns of urban sustainability. This paper develops the argument through a case study of the South Brisbane peninsula, one of Queensland’s oldest and densest inner-urban areas. For the purposes of the paper, urban sustainability is defined in the context of urban design and development. This definition highlights the interrelationship between urban form and structure, and the social and economic life of the city. The intent of this paper is to discuss the principles for forming industrial ecologies in master planned communities. There is a growing need for both land developers; government agencies and the construction industry to encourage a holistic approach toward newly constructed communities rather than creating bedroom dormitories where typically greater reliance on resources and emissions of green house gases occurs. The long-standing disagreement between the international community and African leaders over an appropriate development strategy has been settled by the World Bank’s Comprehensive Development Framework (CDF) and African leaders’ New Partnership for Africa’s Development (NEPAD). Both documents support neoliberalism and see increased global integration as the key to Africa’s development. Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. This article analyzes the impact of the residential security maps created by the Home Owners’Loan Corporation (HOLC) during the 1930s on residential mortgages in Philadelphia. Researchers have consistently argued that HOLC caused redlining and disinvestment in U.S. cities by sharing its color-coded maps. Geographic information systems and spatial statistical models were used to analyze address-level mortgage data from Philadelphia to determine if areas with worse grades actually had less access to residential mortgage credit as a result. Who Received Loans? Home Owners' Loan Corporation Lending And Discrimination In Philadelphia In The 1930'S, Amy E. Hillier

The lending record of the Home Owners’ Loan Corporation (HOLC) has received little attention compared with HOLC’s residential security maps. Specifically, the extent to which HOLC practiced racial and ethnic discrimination in the process of making and servicing more than a million loans to homeowners during the Depression has not been carefully examined. Using primary sources including HOLC publications, newspaper articles, 1930 census data, and mortgage records from Philadelphia, this research shows that HOLC did make loans to African Americans, Jews, and immigrants.
