Three fundamentally different positions regarding the conceptualization of person‐environment relations are briefly discussed. An argument is made for the transactional‐constructivist position which regards the nature of what we take to be the environment as that which is only apprehended through the minds and actions of persons. The transformational process of this view of person‐environment relations, that of environmental knowing‐action, is elaborated upon in some detail. The transactional‐constructivist position, however, is transformed into an agentive one by adopting from the three basic images of persons that have been identified that of a person as agent. Factors Affecting Product Lifetime: A Study In Support Of Policy Development For Waste Reduction, W. David Conn

An exploratory study has been examined factors affecting the lifetimes of selected small electrical appliances, to assist in the development of policies to extend these lifetimes (for the purposes of conserving resources, protecting the environment, and reducing the costs of solid waste management). The study included (i) a consumer survey, (ii) in-depth interviews with manufacturers, and (iii) a limited investigation of second-hand markets. Tentative findings are that physical durability appears to be a key factor affecting the lifetime of a few of the products examined (particularly those that malfunction after less than three years' use) while the lifetimes of other …

The availability of computers at the local level of government has been steadily increasing. With this increase, planners are in a unique position to utilize computer capabilities to assist in the full range of planning activities. The problem to date seems to be one of a lack of understanding as to what computer applications are being used and how these applications can be useful to planners. This research is, therefore, oriented towards presenting an overview of computer applications used in planning agencies. Urban planners continue to explore various ways of influencing the type, rate, location, quality and timing of urban development. The need for such influence is evidenced by the compounding of urban environmentmental and energy concerns with local government fiscal difficulties. This study examines two of the tools frequently identified as being useful in efforts to effectively manage urban development: consolidated urban government and the controlled extension of certan urban services, especially water service, sewage service, fire protection and police protection.

The published research plans of the US Environmental Protection Agency (EPA) and the US Energy Research and Development Administration (ERDA) have each been criticized by the Office of Technology Assessment for focusing largely on the development of technological “hardware” and giving little attention to socioeconomic research (broadly defined). This paper first examines socioeconomic research areas that EPA might be expected to cover and shows that its plans for doing so are inadequate. The paper then identifies gaps in ERDA's coverage of socioeconomic research that remain unfilled even in the agency's updated plan. Several reasons for this neglect of socioeconomic research …

The Resource Conservation and Recovery Act of 1976, which emphasizes resource recovery as a goal, provides for states or regional authorities to prepare comprehensive solid waste management plans. A review of the experience in California, where solid waste planning has been required since 1972, shows that communities have generally hesitated to include resource recover in their plans; this seems to be due largely to technological uncertainties, to the existence of economic and institutional biases against recovery, and to the lack of financial assistance for planning and implementation.
