This capstone project focused on the in-depth analysis of the role and impact of this multi-billion-dollar project on the politically deprived region of Gilgit-Baltistan. This region is the gateway to CPEC as it is the only region of Pakistan that shares border with China. The geographical ties, tributary and trade relationship and even family relationships between Gilgit-Baltistan and the Xinjiang region of China dates back centuries before the creation of Pakistan and the post revolution China.

The local governments of post-industrial cities in the US struggle to foster economic development and to find uses for underutilized or abandoned urban land and buildings. Partly in response to growing consumer interest in locally produced foods, food entrepreneurs are increasingly using these underutilized urban properties for farming or for producing value-added food products. However, sometimes intentionally and sometimes unintentionally, existing policies and regulatory regimes of local and state governments often restrict the ability of urban food entrepreneurs to grow. The aim of this project report is to investigate and identify the needs of the historic area (focus area) in the City of Milpitas, to positively contribute to the City’s planning process, and to make recommendations for the focus area’s future development. In the first chapters, City and focus area research results are presented. Currently, there is a lack of exclusive regulatory standards for attractive development in the City’s historic core. Many urban developers have responded to the challenges of economic development1 by providing tax incentives to businesses for relocating to urban areas (Bartik, 1995). By not being able to provide the skilled labor force that businesses require, developing communities are not postured to fully take advantage of the newly created job opportunities. Thus, wage disparities between the classes increase, leaving many of the underclass citizens without adequate employment for sustaining modest living standards (Turner, 1991).
