A potential solution for the problem of high vacancy of retail space in the central business district of Knoxville may be revitalization of the retail role of the central business district. The role may not be equal to the once vital historical role. In other words, the role may not be as a regional center but rather a center to serve the needs of the community within and surrounding the central business district.
