Subtropical design and transport oriented development (TOD) are key policies of the South East Queensland Regional Plan (SEQRP).1 TOD has slowly gained ground in South East Queensland (SEQ) since the mid-1990's and is now achieving acceptance in debate and decisions surrounding infrastructure investment and urban development. Since the late 1990s, subtropical design has been actively promoted by the Urban Design Alliance Queensland (UDAL/Q) and the Centre for Subtropical Design (CSD) at Queensland University of Technology (QUT), assuming greater prominence since being incorporated in the first SEQP in 2005.

This paper presents some of the findings of a case study carried out on the suburb of Robina Woods in the Gold Coast City, Queensland, Australia. The study examined the barriers to pedestrian connectivity that were built into the design of the town to meet a market urbanist and car focused development ethic. Car focused design produces an urban form that causes unnecessary pollution, CO2 emissions, and fuel consumption. The aim of this paper is to expand heritage conservation philosophy and practice, particularly as applied to inner urban areas experiencing rapid change. It is hoped that the paper will contribute towards the development of a cultural landscape orientation in planning, and thereby towards ‘sustainable conservation.’ The paper focuses on the Australian urban conservation context, using the established conservation practice guides as its starting point. These guides, The Burra Charter (Marquis-Kyle and Walker, 1992) and The Conservation Plan (Kerr, 2002) provide rigorous and useful definitions of ‘cultural significance’ and ‘conservation’.
