Urban planning is reliant upon genuine public engagement to ensure that planning and policy decisions reflect the ideas shared by the public. Because planning is a profession largely focused on the physical and built implications of more abstract planning concepts, effective graphic communication is critical to securing public support and understanding of policy decisions. ESRI's CityEngine uses procedural modeling technology to render personally-tailored scenes to non-planner members of the public, and shows potential to positively change the way that planners generate graphic representations of physical impacts of policy changes. This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century. In 1910 Baltimore became the first city in the United States to enact residential segregation ordinances. Though the ordinances were ruled unconstitutional seven years after their implementation, their effects have shaped the lived experiences and built environment of Baltimore City up to the present. The subsequent slum clearance agenda, the introduction of racially biased real estate practices through redlining, racially restrictive covenants and blockbusting, and finally the race based site selection of federal housing project locations around the city have made Baltimore a tale of two cities, one black and one white.
