The perception that wildfires are completely preventable has caused many structures and communities to be built in locations that will inevitably experience an uncontrollable fire event, risking human lives and infrastructure. Modification of built environments into fire-adapted communities has been explored in this thesis, through multiple strategies. Central to this analysis is the idea that sustainable human developments could adopt a form of biomimicry and indigenous design informed by the adaptions of plants, animals, and native groups that endure and even thrive with regular cycles of fire. After the Vietnam War, increased defense funds assigned to the Army National Guard stimulated and supported small communities in Louisiana. Recruits from economically depressed regions lined up to join the Guard because of the competitive pay and the generous education benefits it offered. In the mid-1980s, when a state budgetary shortfall threatened to limit the stream of federal funds and close local armories, communities in Louisiana rallied to keep the doors of their armories open. Architecture is an inherently political endeavor. As such, designers should carefully consider the spatial dialogue that the built environment creates between those who control spaces and those who use them. In times of crisis, this dialogue often ceases to be an equal exchange, pushing users’ needs aside and exerting authority in the most expedient way possible.

This thesis proposes that amidst settings of conflict, hyper-responsive architectural systems can counteract landscapes of authority by returning spatial agency to users. As the means of providing such a system, oil rigs should be repurposed as a network of deployable crisis response hubs.

What begins as a study of temporalities in St. Louis' architecture condenses first into a presentation of the relationships within the city which reveal conflations of different scales, durations, and structures of time as a synthesized, annotated drawing. The study then focuses on four projective drawings exploring the production of diachronic time in a megastructure connected into St. Louis.
